Hanoi is piloting a "green lane" mechanism, striving to achieve a growth target of over 8%.

Kinhtedothi - On March 28, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed Directive No. 04/CT-UBND assigning key targets, tasks, and breakthrough solutions to resolutely achieve the GRDP growth target of 8% or higher in 2025.

To implement Plan No. 292-KH/TU dated January 20, 2025, of the Hanoi City Party Committee on the implementation of contents and tasks according to the conclusions of General Secretary To Lam at working sessions with the Standing Committee of the Hanoi City Party Committee, the Hanoi City People's Committee issued Action Program 03/CTr-UBND dated February 13, 2025, assigning city departments and agencies to implement 29 socio-economic targets and 50 tasks.

Implementing Conclusion No. 123-KL/TW dated January 14, 2025, of the 13th Central Committee of the Communist Party of Vietnam on the supplementary plan for socio-economic development in 2025 with the goal of achieving a growth rate of 8% or higher; Resolution No. 25/NQ-CP dated February 5, 2025, of the Government on growth targets for sectors, fields, and localities to ensure the national growth target of 8% or higher in 2025; Action Program No. 04/CTr-UBND dated February 14, 2025, of the People's Committee of Ho Chi Minh City with 3 growth scenarios, 25 socio-economic indicators, 97 main tasks and solutions, and a list of 95 tasks; Resolution No. 14/NQ-HĐND dated February 25, 2025, of the City People's Council on supplementing the socio-economic development plan for 2025 with the goal of achieving a growth rate of 8% or higher; Directive No. 05/CT-TTg dated March 1, 2025, of the Prime Minister on key tasks and breakthrough solutions to promote economic growth and accelerate the disbursement of public investment capital, ensuring the national growth target for 2025 reaches 8% or higher.

With the highest determination to implement the goals, tasks, and solutions to achieve the growth targets of 8% or more in 2025, the Chairman of the People's Committee of Ho Chi Minh City directs the departments, agencies, and People's Committees of districts, towns, and cities to: Focus decisively, synchronously, and effectively on the goals, tasks, and solutions to achieve the GRDP growth target of 8% or more in 2025, creating momentum for double-digit growth in the 2026-2030 period; promptly review difficulties, obstacles, and bottlenecks in mechanisms and policies for the development process, and report to competent authorities as prescribed.

Furthermore, we must strive to achieve a disbursement rate of at least 95% of the allocated public investment capital in 2025, in the spirit of using public investment to lead, activate, and attract social investment. We must resolutely implement land clearance work and accelerate the construction progress of key projects and works; develop disbursement plans for each project, requiring investors to report and adhere to the disbursement schedule for each project on a monthly and quarterly basis.

Assigning leaders to be responsible for each project, closely controlling the scale, progress, and investment efficiency; reviewing and promptly reallocating capital plans of projects with slow disbursement to supplement other projects with good disbursement capacity and a need to accelerate progress according to regulations, especially important, urgent, and key projects, and regional connectivity infrastructure projects.

In addition, support businesses in implementing pilot, specific, and breakthrough mechanisms and policies, as well as "green lane" mechanisms, to simplify and shorten the time for resolving administrative procedures; thoroughly decentralize and delegate authority, minimizing intermediate steps.

Strictly implement the directive of the People's Committee of Ho Chi Minh City in document No. 991/UBND-TH dated March 19, 2025, regarding the streamlining and shortening of processing times for groups of administrative procedures to achieve the city's GRDP growth target of over 8%.

Proactively and expeditiously advise the Hanoi People's Committee on the implementation of the Capital City Law and the National Assembly's Resolution on new and breakthrough policies regarding investment, finance, bidding, and controlled testing; encourage and effectively utilize science and technology funds, venture capital funds, startup funds, and innovation funds; and apply the models of "public investment - private management," "private investment - public use," and "public leadership - private governance."

Departments, agencies, and the People's Committees of districts, counties, and towns should uphold the spirit of solidarity and innovation, constantly striving for creativity, daring to think and act, demonstrating self-reliance and aspiration for progress, working together to transform all difficulties and challenges into opportunities for breakthroughs, with high determination, great effort, and decisive action to successfully achieve the set goals and tasks.

Complete and strive to exceed the targets/groups of targets/objectives in the assigned field, including: 68 targets/groups of targets for socio-economic growth in 2025 in Appendix 01; 97 key tasks for socio-economic development in 2025 in Appendix 02; 14 groups of tasks and solutions for achieving a growth target of 8% or more in Appendix 03; report periodically to the People's Committee of Ho Chi Minh City (through the Department of Finance) as prescribed.

In addition, the Vice Chairmen of the City People's Committee are assigned to directly supervise the departments, agencies, and People's Committees of districts, towns, and cities according to their respective fields, focusing on effectively implementing the tasks and solutions in this Directive; and promptly handling any arising problems within their prescribed authority.
