According to the Plan, the scope of inventory is divided into two main groups of assets: Group 1: Public assets at agencies, organizations, and units including: Offices, career facilities, cars, special fixed assets, and properties.
Group 2: Infrastructure assets invested and managed by the State (excluding assets partially supported by the State with funding, raw materials, etc. for construction investment). Assets include: traffic infrastructure; clean water supply infrastructure; irrigation infrastructure; commercial infrastructure such as markets; industrial cluster and industrial park infrastructure; economic zone infrastructure; high-tech park infrastructure; concentrated information technology park infrastructure; climate change response infrastructure such as dikes; fishing port infrastructure; infrastructure belonging to cultural institutions, sports institutions at the grassroots level (commune level, village level), cultural villages; technical infrastructure such as underground urban construction space.
The Department of Finance is assigned to advise the City People's Committee to complete the Steering Committee for the General Inventory of Public Assets of Hanoi City and complete it before October 31, 2025.

This Department is also assigned to coordinate with the Ministry of Finance to organize guidance and training on inventory/proactively guide and train on inventory for focal points of Departments, branches, sectors, units under the City, People's Committees of wards and communes and subjects conducting inventory (if necessary) under the management of the City. To be completed before December 31, 2025.
The Department of Finance is also the focal point for synthesizing the results of the inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State under the management of the City, serving as a basis for advising the City People's Committee to develop a summary report and send it to the Ministry of Finance before May 31, 2026.
Agencies, organizations, units, and enterprises subject to public asset inventory: Establish (or consolidate) a public asset inventory team under their direct management/temporary management. Complete within 15 days from the date of issuance of this Plan. Prepare necessary conditions for records, asset information, asset monitoring and accounting at agencies, organizations, units, and enterprises according to regulations. Complete before December 31, 2025.
By March 31, 2026, agencies, organizations, units... must complete the inventory and report the results of the inventory of public assets under their management to the superior management agency and be responsible for the inventory data. Particularly for enterprises under the City, the report on the results of the inventory of infrastructure assets under their management must be sent to the Departments and branches that are the focal points for synthesis before April 15, 2026.
