Hanoi 'tightens' control over e-cigarettes, expands 'smoke-free' zones across the city

Vice Chairman of the City People's Committee Vu Thu Ha has just signed and issued Official Dispatch No. 1873/UBND-KGVX on responding to World No Tobacco Day May 31; National No Tobacco Week May 25 - 31, 2025 and strengthening the implementation of the Law on Prevention and Control of Tobacco Harms in Hanoi.

To continue to strengthen the implementation of the Law on Tobacco Harm Prevention and Control (PCTH) and the National Strategy on Tobacco Harm Prevention and Control, the City People's Committee requests the Departments, branches, sectors, People's Committees of districts, towns and cities to continue implementing the Law on Tobacco Harm Prevention and Control and the National Strategy on Tobacco Harm Prevention and Control to 2030 of the Prime Minister in Decision No. 568/QD-TTg dated May 24, 2023.

At the same time, continue to implement Plan No. 259/KH-UBND dated October 26, 2023 of the City People's Committee; include the target of reducing tobacco use rate in the local socio-economic development targets for each period; integrate tobacco control activities into other local strategies, planning, plans, programs and projects.

The Hanoi People's Committee directs the integration of tobacco control activities into the movements "All people unite to build new rural areas and civilized urban areas"; the movement "All people unite to build cultural life"; and replicate models of smoke-free communes, wards, towns, agencies and units.

The Hanoi People's Committee requests that departments, agencies, and units include tobacco control content in their annual work plans, include the regulation prohibiting smoking in the workplace in the internal regulations of agencies and units; and hang no-smoking signs in places where smoking is prohibited.

Departments, branches, sectors, organizations, agencies, and enterprises carry out communication, propaganda, and information dissemination activities to agencies, units, officials, and employees about World No Tobacco Day, May 31, 2025, launched by the World Health Organization with the theme "Exposing false appeals" with the aim of exposing the tactics of tobacco corporations around the world in false advertising, causing misunderstanding that tobacco is a harmless product to attract users, especially young people...

The City assigned the Department of Health as the standing agency to coordinate with relevant departments, branches and sectors to respond to activities of the Law on Prevention and Control of Tobacco Harms and respond to World No Tobacco Day; National No Tobacco Week in the area.
