
The working group is expected to improve disbursement progress, limit the accumulation of work at the end of the year, reduce intermediate procedures, shorten the time for processing documents, improve the efficiency of capital use, especially scientific and technological tasks and digital transformation that need to be deployed quickly to catch up with the trend.
According to the Decision of the Hanoi People's Committee, Vice Chairman of the Hanoi People's Committee Truong Viet Dung was assigned as Head of the Special Working Group on disbursement and digital infrastructure. The two Deputy Heads include the Director of the Hanoi Department of Finance, the Standing Deputy Head, and Director of the Hanoi Department of Science and Technology Tran Anh Tuan. The Working Group also has the participation of leaders of many important agencies such as the Office of the City Party Committee, the Office of the City People's Committee, the Department of Home Affairs, the Hanoi Police and the State Treasury of Region I.
The gathering of representatives from the entire Party, government, finance, home affairs, police and treasury sectors shows that this is not just a working group to monitor the progress of normal disbursement, but an inter-sectoral mechanism strong enough to handle "bottlenecks" from processes and procedures to organization and implementation, ensuring that disbursement and digital infrastructure development take place synchronously and smoothly.
In recent years, the disbursement of public investment capital and public funding sources, especially in the fields of science, technology, innovation and digital transformation, still has many problems. Some tasks and projects are behind schedule due to complicated approval processes, uncoordinated coordination mechanisms, and lack of close supervision; while there is no focal point responsible for handling backlogs in each unit. Hanoi is entering the implementation phase of Resolution No. 57-NQ/TW of the Politburo on the construction and development of the capital until 2045 and vision to 2065, in which the requirement is to improve the quality of management, accelerate disbursement, and optimize investment resources.
Projects on digital infrastructure, shared databases, scientific and technological tasks serving smart urban management, smart agriculture or environmental management all require timely disbursement of capital to ensure continuity and effectiveness of the implementation process. The special working group was established to create a centralized and unified steering mechanism, playing the role of "one focal point, many tasks", thereby promptly removing difficulties and urging departments, branches and units to implement on schedule and in accordance with regulations.
In parallel with the task of promoting disbursement, the Working Group also plays an important role in monitoring and promoting the construction of the City's digital infrastructure. This is a key requirement in the context of Hanoi strongly modernizing state management and public services towards digitalization and intelligence. Fields such as agriculture, environment, urban areas, health, education or transportation are all facing urgent needs for synchronous data infrastructure, stable digital networks, shared platforms, smart operating systems and artificial intelligence application solutions for analysis and forecasting.
In particular, in the Agriculture and Environment sector, environmental monitoring systems, resource databases, natural disaster warnings or land management are being digitized rapidly but still depend heavily on disbursement progress as well as coordination between specialized agencies. The fact that the Working Group is required to operate regularly and report weekly to the Standing Committee of the City Party Committee and the Standing Committee of Steering Committee 57 shows the City's strong determination in managing and promoting the development of digital infrastructure in a systematic, continuous and accountable manner.
According to the Decision, the Department of Finance is assigned as the standing agency, responsible for advising, synthesizing and developing general reports of the Working Group. This is a reasonable choice because issues related to disbursement progress require timely, close and proactive financial coordination.
The working group is tasked with monitoring, urging, and checking the progress of disbursement of funds for science, technology, innovation, digital transformation, and digital infrastructure tasks; reviewing and detecting difficulties and obstacles of each agency and unit; proposing solutions to remove them, recommending adjustments or replacements of slow-progressing tasks; and at the same time, strengthening coordination between departments and branches to ensure consistent and synchronous implementation progress.
The weekly reporting mechanism will help the City leaders have a complete and close view, thereby promptly giving instructions and minimizing the congestion during the implementation process. This is also a modern governance model, suitable for the requirements of developing a digital capital, emphasizing transparency, responsiveness and real efficiency.
The establishment of the Special Task Force takes place at a time when Hanoi is entering a phase of accelerating the implementation of important programs and projects on science, technology, digital data and building a smart urban government.
The City expects the Working Group to make strong changes in improving disbursement progress, limiting the accumulation of work at the end of the year, reducing intermediate procedures, shortening the time for processing documents, improving the efficiency of capital use, especially scientific, technological and digital transformation tasks that need to be deployed quickly to catch up with the trend.
In the near future, the drastic participation of the Working Group is expected to contribute to building a solid digital infrastructure foundation, bringing Hanoi closer to the goal of becoming a leading innovation center in the region, while strengthening discipline, administrative order and enhancing the role and responsibility of heads of agencies and units in the entire system.
