Hanoi implements 6 groups of tasks to promote waste prevention and economic growth

Hanoi City proposes to seriously and effectively implement 6 key task groups.

The City People's Committee has just issued Official Dispatch No. 1834/UBND-KT on the implementation of Directive No. 08/CT TTg dated March 17, 2025 of the Prime Minister on promoting waste prevention and control, unleashing resources, and promoting economic growth.

Accordingly, the City People's Committee requires departments, branches, sectors, organizations, and People's Committees of districts, towns, and cities to seriously and effectively implement 6 key tasks. First of all, the entire political system needs to raise awareness, identify waste prevention and control as a continuous task, with commitments, specific targets, and a clear roadmap. Propaganda work will be assigned to the Department of Culture and Sports, Hanoi Radio and Television Station to implement, ensuring the dissemination of policies to every cadre, civil servant, and public employee.

The implementation plan must ensure "5 clarity": clear people, clear work, clear progress, clear responsibility, clear results; at the same time, linking waste prevention and control results with the economic growth target of over 8% in 2025 and double-digit growth in the period 2026 - 2030.

The city also requested departments and branches to urgently review and propose to improve institutions and policies on socio-economic management, especially in areas prone to waste such as state budget, public assets, public investment, land, minerals, energy, organizational structure and human resources. The Department of Science and Technology was assigned to preside over updating institutions in the application of information technology and digital transformation.

Notably, Hanoi requires stepping up the review and reduction of cumbersome administrative procedures, eliminating bottlenecks that waste resources. The City Public Administration Service Center is assigned to thoroughly reform administrative procedures, ensuring that 100% of records are received and processed through the Administrative Procedure Processing Information System and synchronized with the National Public Service Portal. The City Police continue to expand the implementation of Project 06.

At the same time, promoting smart governance, applying AI and Big Data in monitoring and management is emphasized. The city requires synchronizing digital infrastructure and connecting data systems between agencies to avoid waste due to fragmented operations.

In addition, the City People's Committee requested to review wasteful and prolonged projects and propose appropriate, timely and effective handling mechanisms and policies.
