
The movement was launched in October 2024 with the goal of building a friendly, safe and happy educational environment; students are always at the center, listened to, respected and developed comprehensively.
According to the Hanoi Department of Education and Training, after one year of implementation, 100% of schools have developed plans and implemented the emulation to build "Happy Schools" according to the issued criteria; the landscape and pedagogical environment of educational institutions are increasingly improved, becoming spacious, green, clean, beautiful and friendly.
Notably, the behavioral culture in schools has been significantly improved; teachers and students love, listen, share, respect each other, and work towards a safe, friendly, civilized and elegant school environment.
The teaching staff has actively innovated teaching, testing and assessment methods in a student-centered direction; the family-school-society relationship has been increasingly strengthened, closely linked and effectively coordinated in activities.

Ms. Miki Nozawa, Head of Education, United Nations Educational, Scientific and Cultural Organization (UNESCO) in Vietnam, shared that the initiative to implement the "Happy School" movement is closely linked to UNESCO's educational vision, that learning is not only about academic success but also includes happiness, empathy, and respect.
This is also fully aligned with UNESCO's Global Framework for Happy Schools, which aims for schools to become nurturing and creative spaces.
According to Ms. Miki Nozawa, Hanoi's approach also contributes to the city-wide vision of lifelong learning, where every citizen, regardless of age, gender or background, can learn and contribute to a better future.
UNESCO welcomes Hanoi's proposal to join the Global Learning Cities Network, where more than 350 cities around the world are now committed to sustainable urban development through learning.
In the next phase, the capital's education sector will continue to effectively implement the "Happy School" criteria; raise awareness among cadres, teachers and students about the goals and significance of the movement; strengthen training and coaching for teachers on pedagogical behavior skills; focus on investing in facilities, creative corners and experiential spaces so that teachers and students can study in a safe and friendly environment; and strengthen family-community ties.
According to comrade Tran The Cuong, member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Education and Training, to further improve the learning and working environment in the entire sector, the department has issued a plan to implement the construction of "Happy Schools" and a set of criteria for building happy schools at educational institutions.
This is one of the important bases to help educational institutions systematically and effectively build happy schools; it is a testament to the determination of the capital's education and training sector towards building a safe, friendly and happy learning environment.

Since the implementation of this movement, teachers have had many opportunities to innovate and promote creative teaching methods; students have been cared for and developed comprehensively in terms of intelligence, physical strength, spirit and life skills; creating close connections and attachments between family, school and society...
At the preliminary conference, the Hanoi Department of Education and Training awarded 104 outstanding collectives and 20 individuals and launched the continued implementation of the emulation movement to build "Happy Schools" for the period 2025-2030.
