Ha Tinh proposes special mechanism in site clearance for high-speed railway project

The land location in Lien Vinh village, Ha Huy Tap ward was chosen to build the resettlement area for the first high-speed railway project on the North-South axis of Ha Tinh on August 19.

The Provincial People's Committee has just sent a document to the Ministry of Agriculture and Environment requesting a special mechanism in compensation, support, and resettlement for the high-speed railway project on the North-South axis.

The North-South high-speed railway project passes through 23 communes and wards of Ha Tinh with a length of about 103.42 km. According to preliminary statistics, the land area that Ha Tinh must reclaim is about 764.12 hectares with nearly 2,000 households affected, of which 37 resettlement areas are planned to be built for 1,279 households.

Implementing the Central direction, up to now, Ha Tinh has established a Steering Committee and a working group to assist the Steering Committee in site clearance for the project section passing through the province. The People's Committee of Ha Tinh province issued a site clearance plan, coordinated the implementation of the project and exploited land funds in the vicinity of railway stations and many documents to direct and urge relevant departments, branches, sectors and localities to focus and resolutely implement.

Local authorities in Ha Tinh province have been propagandizing and mobilizing people expected to be in the area affected by the high-speed railway project on the North-South axis.

Compensation, support and resettlement of the project are being implemented in accordance with the provisions of the 2024 Land Law; Government decrees, decisions of the Provincial People's Committee and related regulations. Basically, the provisions of the current land law have met the requirements of site clearance of localities.

However, according to the provisions of the 2024 Land Law, Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the decentralization of authority of local authorities at 2 levels, decentralization and decentralization in the land sector, the time for public posting of compensation, support and resettlement plans is 30 days. Therefore, to ensure the progress of site clearance according to project requirements, especially to start construction of at least 1 resettlement area on August 19, 2025, there needs to be a mechanism to shorten the time for public posting of compensation, support and resettlement plans.

With the above contents, to speed up the progress of compensation, support and resettlement, Ha Tinh province requests the Ministry of Agriculture and Environment to report to the Government and the Prime Minister to allow the implementation of a special mechanism in project site clearance.

Specifically, it is allowed to proactively solicit opinions from affected people on compensation, support and resettlement plans. In case people agree with the plan and agree to shorten the public posting period, the plan dossier must be completed and submitted to the competent authority for immediate approval without waiting for the expiration of the 30-day public posting period as prescribed.

During the implementation process, if there are any comments from the people, they will continue to be received and handled in accordance with current legal regulations.
