Continuing the working program in Ha Tinh , on the afternoon of November 9, Mr. Surya Deva - United Nations Special Rapporteur on the right to development and his colleagues had a working session with provincial leaders. On behalf of the provincial leaders, Vice Chairman of the Provincial People's Committee Le Ngoc Chau thanked Mr. Surya Deva and his colleagues for their attention and time spent visiting and working with Ha Tinh province. At the same time, he informed about the local socio-economic situation in recent times.

Accordingly, in the context of many difficulties and challenges in the world and domestic economy, Ha Tinh's socio-economy still recovered and developed. Economic growth in the first 9 months of 2023 reached 7.68%, ranking 2nd in the North Central region and 15th in the country; total budget revenue in 10 months is estimated at 14,050 billion VND, export turnover is estimated at 2.3 billion USD, up 60%.
Ha Tinh is currently one of the top 10 provinces in the country in attracting foreign investment. The province's investment and business environment is increasingly improved, with the provincial competitiveness index currently ranking 18th out of 63 nationwide. The province has more than 12,000 enterprises, contributing 50% of the total domestic budget revenue, creating jobs for nearly 50,000 workers.
The cultural and social fields are given attention for comprehensive development; in the first 10 months of 2023, jobs were created for more than 21,000 people; the quality of education and medical examination and treatment were improved. Many social security activities were effectively implemented. The average income per capita currently reaches nearly 3,000 USD/year.
The Vice Chairman of the Provincial People's Committee emphasized that Ha Tinh clearly identifies people as the center of the development process, participating, contributing and enjoying the results of economic, social and cultural development. In addition to promoting investment attraction, focusing on mobilizing resources to develop the economy according to the provincial planning, improving the living standards and income of the people, the province also pays attention to comprehensively developing the cultural and social fields, solving employment, effectively implementing many social security activities...
At the same time, policies should be put forward to develop renewable energy, social security and support disadvantaged women, in which people become the main participants and beneficiaries of development in all areas.
The Vice Chairman of the Provincial People's Committee also proposed that the working delegation support the propaganda, connection, and promotion to businesses, corporations, organizations, and investors from other countries about the province's potential, advantages, and priority areas for calling for investment.
At the same time, pay attention to and support investment for Ha Tinh, especially from ODA capital, non-refundable aid, non-governmental aid; especially in the fields of renewable energy, education, health, poverty reduction... Organize activities to share experiences, support the development of good models and practices at home and abroad in social security work, and support disadvantaged women.
In particular, support Vietnam in implementing international treaties and standards of the United Nations, the International Labor Organization, the United Nations Children's Fund... related to ensuring social security...

Speaking at the meeting, Mr. Surya Deva - Special Rapporteur of the United Nations expressed his pleasure to visit and work in Ha Tinh. At the same time, he said that the delegation will work in Vietnam from now until November 15. In particular, the delegation will focus on assessing the implementation of the right to development; achievements and difficulties, solutions for future improvement as well as making recommendations for localities.
The contents will be fully reported to the Human Rights Council, United Nations in September 2024.
