Ha Tinh strives to complete the handover of 285 foundation positions for 500 kV power lines

With the mobilization of the entire political system and the consensus and support of the people, Ha Tinh has completed the handover of 285 pole foundation positions of the 500 kV Quang Trach - Quynh Luu line.

Mr. Nguyen Van Ty's family (born in 1972, Quoc Tuan village, Cam My commune, Cam Xuyen district) has more than 2,000 ^m2 of land and assets within the affected area of ​​the 500 kV Quang Trach (Quang Binh) - Quynh Luu ( Nghe An ) transmission line project.

Although having to relocate and resettle due to the project's impact, thanks to the local government's good propaganda and mobilization work, Mr. Ty's family agreed to hand over the land area to the construction unit to build the column foundation.

“Knowing that the family’s land area is within the clearance area for the 500 kV transmission line project, everyone in the family is very concerned and worried. However, thanks to the local government’s propaganda, we understand that this is a national key project, of great significance to the development of the country and the province, so the family has handed over the land to implement the project,” Mr. Nguyen Van Ty shared.

Cam My commune has nearly 10 km of the 500 kV Quang Trach (Quang Binh) - Quynh Luu (Nghe An) transmission line project passing through it with 16 column foundation locations. According to initial statistics, 100 households in Cam My commune are within the project's site clearance area, of which 14 households are affected by land and assets on the land.

According to Mr. Ha Huy Hung - Chairman of Cam My Commune People's Committee, as soon as receiving information about the project passing through the area, the commune coordinated with the Compensation Council for Land Acquisition and Resettlement of the 500 kV power line project in Cam Xuyen district, based on current regulations, to develop a plan for compensation, support and resettlement for affected households in accordance with State regulations.

The commune coordinated with the district to organize meetings to listen to and resolve the opinions and concerns of households and issued many documents to respond and explain to households about compensation, support and resettlement policies. Up to this point, households have basically agreed to hand over the site to the investor to implement the construction of the 500 kV line project's pole foundation location.

The 226 km long 500 kV Quang Trach – Quynh Luu transmission line project passes through 3 provinces of Quang Binh, Ha Tinh and Nghe An.

The 226 km long 500 kV Quang Trach – Quynh Luu transmission line project is one of four component projects of the 514 km long 500 kV transmission line 3 extension project, connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of VND 23,000 billion.

The project has been approved by the Prime Minister in principle for investment and at the same time approved the investor in Decision No. 1507/QD-TTg, dated December 1, 2023; in which, the section passing through Ha Tinh is 141.52 km long, with 285 column foundation locations.

According to Ha Tinh Newspaper, among the localities of the province, Cam Xuyen is the locality with the longest number of kilometers the project passes through, with 30.6 km and 62 column foundation locations.

“The 500 kV power line passes through many localities of Cam Xuyen district, mainly mountainous areas. In particular, there are column foundations located at the top of high mountains, and column foundations owned by many households, so classifying and identifying land owners is difficult. However, with the goal of early handover of the project site, the locality has simultaneously implemented many solutions to carry out site clearance work” - Chairman of the District People's Committee Ha Van Binh informed.

Deputy Director of the Department of Industry and Trade Duong Thanh Hoa said: The 500 kV Quang Trach - Quynh Luu transmission line project is invested by the National Power Transmission Corporation (EVNNPT); of which, the line through the province is 145 km, with 285 pole foundation locations, located in the following areas: Ky Anh town 26 km, 52 pole foundation locations; Ky Anh district 23.5 km, 51 pole foundation locations; Cam Xuyen district 30.6 km, 62 pole foundation locations; Thach Ha district 13.3 km, 28 pole foundation locations; Huong Khe district 20.2 km, 35 pole foundation locations; Can Loc district 2.7 km, 5 pole foundation locations; Vu Quang district 4.2 km, 8 pole foundation locations; Duc Tho district 15.3 km, 33 pole foundation locations; Huong Son district 4.7 km, 11 pole foundation locations.

This is a national key project, of special importance to increase the transmission capacity of existing 500 kV lines to ensure power supply to the North, especially when the transmission capacity trend is high in the Central - North direction due to the high growth rate of load in the Northern region.

The completion of 100% handover of the construction site for the column foundation in Ha Tinh contributes to speeding up the implementation progress of the 500 kV Quang Trach - Quynh Luu transmission line project.

Implementing the Prime Minister's conclusion on project implementation, Ha Tinh mobilized the entire political system to participate in site clearance work. And by the end of February 7, Ha Tinh localities had completed handing over the site to the Project Management Board for all 285/285 column foundation locations, reaching 100%.

“The handover of 100% of the site to the investor not only recognizes the efforts of Ha Tinh authorities at all levels but also shows the consensus and support of the people in implementing the project,” informed Mr. Duong Thanh Hoa - Deputy Director of the Department of Industry and Trade.

Currently, Ha Tinh proposes that the Prime Minister direct the National Power Transmission Corporation to hand over documents and landmarks on the ground in the corridor so that the locality can plan to carry out site clearance work; at the same time, promptly develop a site clearance policy framework to submit to the Government for approval according to the provisions of Decree No. 06/2020/ND-CP.

The 500 kV line 3, Quang Trach - Pho Noi, has a total length of about 519 km, starting at Quang Trach Power Center (Quang Binh), ending at Pho Noi 500 kV Transformer Station (Hung Yen), passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen.

The project consists of 4 component projects with 1,179 foundations and columns, with a total investment of about 22,356 billion VND. This is a key project of urgent importance to national energy security, especially for the Northern region.

According to the approved Power Plan 8, the investment demand for upgrading power grid infrastructure is expected to be about 11% of the total capital demand of the electricity industry in the 2021 - 2030 period, equivalent to about 1.48 billion USD per year, and 7% in the 2031 - 2050 period, equivalent to about 1.74 billion USD per year.

The completion of the Quang Trach - Pho Noi 3 Circuit Project will help improve the power transmission capacity to the North, expected to increase the power transmission capacity from the Central region to the North from 2,200 MW to 5,000 MW, contributing to the goal of providing enough electricity for the needs of this region in the coming period, thereby ensuring the national power supply and transmission in 2024 and the coming time.
