Two trillion-dollar transportation projects in Can Tho face difficulties due to land clearance

Two important traffic projects of Can Tho City, the construction, upgrading and expansion project of Provincial Road 917 and the second phase of Provincial Road 918, are behind schedule due to problems with site clearance and lack of resettlement land for affected households.

According to the Can Tho City Construction Investment Project Management Board, the project to build, upgrade and expand provincial road 917 was approved by the Can Tho City People's Committee on December 1, 2021; the project adjustment was approved on December 12, 2024 with a total approved investment of over VND 1,240 billion, implementation period 2021 - 2025. The project has a total length of 11.45km passing through O Mon, Binh Thuy and Phong Dien districts. The project to build, upgrade and expand provincial road 917 aims to meet the travel needs of people in the area, connecting the traffic axis with provincial roads 920, National Highway 91, National Highway 91B, provincial road 918, provincial road 923, provincial road 926.

When completed, the project will increase the connectivity of transport infrastructure in the port area, industrial zones and other areas. However, the project is facing many difficulties due to slow site clearance.

According to the report, the number of cases affected by the project is 576; of which 132 are in O Mon district; 143 are in Binh Thuy district and 301 are in Phong Dien district. Currently, the project has approved 539/576 cases with a value of more than 404 billion VND. The remaining 37 cases have not been approved with a value of over 75 billion VND. In addition, the resettlement demand of the project is about 100 plots, of which about 20 are in O Mon district; about 30 are in Binh Thuy district and 50 are in Phong Dien district. However, many cases are considered for resettlement but still do not have plots to arrange. Currently, the entire route has handed over 8,227/11.45Km of land, corresponding to 366 cases, the remaining 3,223/11.45Km have not been handed over, corresponding to 210 cases, directly affecting the construction progress and project implementation.

The reason is due to the site clearance and resettlement arrangement for affected people.

Provincial Road 918 Phase 2 project was approved by Can Tho City People's Committee on December 3, 2021; approved project adjustment on December 13, 2024 with a total approved investment of more than 877 billion VND. Project implementation period is from 2021 - 2025. Provincial Road 918 Phase 2 project has a total length of 6.27km passing through Binh Thuy district and Phong Dien district.

The project is facing many difficulties in compensation and resettlement support. The Provincial Road 918 Phase 2 project has a total of 289 affected cases. Of which, Binh Thuy district has 147 households and 6 organizations; Phong Dien district has 133 households and 3 organizations. Binh Thuy district has approved 138/153 cases, the remaining 15 cases have not been approved (13 households and 2 organizations); Phong Dien district has approved 136/136 cases. Currently, the project has paid 258/274 cases with a value of over 252/274 billion VND, the remaining 16 cases have not been paid. The project has a need for about 69 resettlement plots. Of which, Binh Thuy district has 35 plots, Phong Dien district has 34 plots.

According to the assessment, the 917 road project lacks land and cannot be implemented synchronously. The project has so far only handed over more than 8.2 km of land (equivalent to 366 households), the remaining 3.2 km (210 households) have not been cleared, mainly because there is no resettlement land for about 100 households. The lack of land has caused many bid packages to be "blocked", and machinery cannot enter to work at key locations such as Ly Binh bridge and Ong Huyen bridge. The same is true for the 918 road project phase 2, with only 0.15 km of land not cleared at two locations in Binh Thuy district and Phong Dien district, causing construction to stagnate, especially at Ong Tuong bridge. The project also lacks the necessary resettlement land for displaced people.

In my opinion, Can Tho City People's Committee needs to have drastic and synchronous solutions to ensure progress and complete projects according to plan, promote the connecting role of traffic infrastructure in serving the city's socio-economic development as well as connecting with localities...
