Hai Duong: implementing the national target of building new rural areas by 2025

According to the Department of Agriculture and Environment, by 2025, Hai Duong province strives to have 29 more communes meeting advanced NTM standards, bringing the total number of communes meeting advanced NTM standards in the province to 94/151 communes (62.2%). Striving to have 16 more communes meeting model NTM standards, bringing the total number of communes meeting model NTM standards in the province to 35/151 communes (23.2).

To implement the national target program on new rural construction in 2025, the Provincial People's Committee requires strengthening the leadership and direction of Party committees at all levels, authorities, departments, branches... in implementing the goals and targets of the national target program on new rural construction.

Clearly define the responsibilities of agencies and members of the Steering Committee, ensuring regular, effective and unified direction and coordination of all levels and sectors from province to commune.

The implementation of tasks and solutions must be synchronous and consistent with the tasks and solutions for general socio -economic development and other related plans, and consistent with the functions and tasks of each unit and the practical situation of each locality.

In 2025, Hai Duong will continue to organize propaganda to raise awareness among officials and people, improve the quality of emulation movements to build new rural areas, focusing on promoting the spirit of mastery of the people. Diversify propaganda forms so that people clearly understand the purpose, benefits, methods, mechanisms and policies of the State on building new rural areas; mobilize internal resources from the people, thereby unifying, joining hands, voluntarily and proactively participating.

Improve the efficiency of management and implementation of new rural construction; gradually establish detailed construction plans to manage construction investment activities, space management, landscape architecture in rural areas...

Investing in upgrading and maintaining economic and social infrastructure to serve production and people's lives in modern, synchronous rural areas, ensuring rural-urban connections and inter-commune and inter-district connections. Focusing on investing in upgrading transport infrastructure; cultural and sports facilities; facilities of schools and commune health stations; rural environmental protection infrastructure; developing and perfecting the digital infrastructure system in agriculture and rural areas...

Implement restructuring of the agricultural sector and development of the rural economy towards circular economy, ecological agriculture, and application of high technology in agricultural production. Implement the One Commune One Product Program, focusing on developing 4-star and 5-star potential products associated with the advantages of localities; develop small-scale handicrafts, rural occupations and services, preserve and promote traditional craft villages in rural areas. Improve the operational efficiency of production organization forms, in which priority is given to supporting agricultural cooperatives applying high technology linked to the value chain.

Organize and streamline the network of schools and classes to suit practical requirements, synchronously implement solutions to improve the quality of management staff and teachers, innovate teaching methods in a student-centered direction, improve the quality of education and training at all levels... Enhance the quality of services of the grassroots health network to ensure health care for all people.

Organize waste classification, collection and transportation according to regulations; replicate models of collection and reuse of agricultural by-products according to the circular principle; strengthen food safety management and environmental sanitation in livestock, aquaculture and craft villages. Preserve and restore traditional rural landscapes; increase the rate of planting flowers and scattered trees; focus on developing models of bright - green - clean - beautiful and safe villages and hamlets.

Improve the quality of public administrative services and the quality of operations of local governments; promote digital transformation in the new rural areas, enhance the application of information technology and digital technology, build smart new rural areas; ensure and enhance access to law for people.

Continue to organize and implement the Campaign "All people unite to build new rural areas and civilized urban areas"; improve the effectiveness of collecting opinions on people's satisfaction with the results of new rural construction.

Building the Commune Military Command in accordance with regulations, strong and widespread militia force.
