
The Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project has strategic significance in forming a railway transport network in the North, running along the east-west corridor, connecting the Northwest region with the delta region and Hai Phong seaport, one of the largest maritime centers in the country.
As a locality with a railway passing through, Hai Duong not only benefits directly from the project but also continues to affirm its position as a strategic link in the inter-regional transportation and connection network.
On the other hand, this railway project not only has the meaning of connecting traffic but is also expected to open up new development space, contributing to promoting trade, services and creating momentum for local socio-economic development.

Be proactive early and deploy synchronously.
Hai Duong identified the implementation of this project as a special political task. Right from the time of the Central Government's policy and direction, the province proactively established a Project Implementation Working Group and issued a plan to assign and assign specific tasks to each sector, unit, and locality.
Hai Duong has established a Steering Committee and implementation plan, headed by the Provincial Party Secretary, to focus on directing and mobilizing the entire political system to organize and implement site clearance.
As of May 21, Hai Duong has determined the volume of land clearance, the total land area to be recovered is about 188 hectares, with 3,296 households affected, of which 407 households need to be resettled. The total estimated cost for land clearance is about 3,893 billion VND. The province has been implementing 8 resettlement projects, with a total area of 28.86 hectares, estimated investment cost of about 465 billion VND. The resettlement areas are planned in convenient locations, meeting the living and production needs of the people. Construction is expected to start in September 2025 and be completed in November 2025.

The work of cadastral surveying and land acquisition records in 19 communes and towns has been basically completed. Currently, localities are urgently determining the origin of the land, striving to complete it in May 2025. Immediately after the Railway Project Management Board hands over the site clearance markers in the field, it will complete the records, notify land acquisition, sign the volume count, prepare and submit for approval the site clearance plan.
The province has completed a review of affected transport, agricultural and power infrastructure works, including 76 power works; 124 agricultural and rural development works, 44 intersections with highways, national highways, provincial roads, district roads, etc.
Hai Duong also identified 19 areas of land and hill rock as filling materials with reserves of about 62 million m3 ; 3 areas of land and alluvial sand as filling materials with reserves of 1.2 million m3 ; 14 million m3 of limestone; 1 million tons of ash and slag for filling, proactively sourcing materials, ready to serve project construction.
The province is actively reviewing the planning of the area surrounding the station and exploiting land funds and added value from land in the vicinity of the railway station.

The implementation of the project demonstrates a high level of determination from the province to the grassroots. Tu Ky district, which has the longest route in the province, has held meetings with local people and surveyed resettlement sites very early. The resettlement areas in Ky Son, Chi Minh and Binh Lang communes with a scale of about 190 lots are being finalized.
Binh Giang District, where Binh Giang Station is located, has also actively coordinated with the consulting unit to survey, standardize the route, review the planning of the area surrounding the station and be active in site clearance. Mr. Nhu Van Chuyen, Vice Chairman of Binh Giang District People's Committee, said that the district has requested related communes to step up propaganda work so that people understand the policy and not build or repair works within the planning scope. "We have assigned specialized departments and offices to closely coordinate, regularly check the current status of land, promptly prevent violations and policy exploitation. The district's viewpoint is to be resolute and proactive, not to affect the progress of site handover. This is a key task, we are committed to seriously and effectively implementing it in accordance with the direction of the province and the Central Government," said Mr. Chuyen.
With the motto of action "6 clear" - clear people, clear work, clear time, clear responsibility, clear product, clear authority; the spirit of "only discuss, no backtracking", Hai Duong province commits to ensuring the completion of site clearance work in November 2025, meeting the requirements of starting the project on December 19, 2025 in accordance with the direction of the Prime Minister.
Key projects connecting inter-regional and international
The Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project is a national key project with a total length of 390.09 km, passing through 9 provinces and cities. The starting point connects the rails across the border between Lao Cai and Ha Khau Bac Station (China), the end point is at Lach Huyen Wharf, Hai Phong City. The maximum designed train speed is 160 km/h, transporting both passengers and goods.
The section through Hai Duong province is 40.96 km long, passing through 5 districts: Cam Giang about 3.05 km, Binh Giang about 8.6 km, Gia Loc about 10.5 km, Tu Ky about 10.95 km and Thanh Ha about 7.86 km.
The project will build 3 railway stations in Hai Duong including: Binh Giang station in Hung Thang commune (Binh Giang); Hai Duong Nam station in Le Loi commune, Yet Kieu and Gia Loc town (Gia Loc); Tu Ky station, Chi Minh commune (Tu Ky). The arrangement of stations in central locations helps to connect well with industrial parks, residential areas and the existing transport network.
