This preferential policy aims to attract high-quality talents in the fields of electronics, semiconductors, and artificial intelligence. At the same time, it is a fulcrum for Hai Phong City to transform from production to research and design (R&D).
Strategic move to "attract" human resources
Currently, the global semiconductor industry has reached a market size of over 520 billion USD by 2023 and is still growing strongly. To conquer this huge market, the Government has clearly stated: Considering human resource, institutional and infrastructure development as a comprehensive strategy, requiring appropriate investment and strategic breakthroughs.

Hai Phong City is clearly demonstrating its determination and pioneering spirit in taking breakthrough actions in developing science , technology, innovation and digital transformation.
In Hai Phong, this locality also shows great determination in attracting investment, building an ecosystem and especially developing human resources for the semiconductor industry.
Specifically, recently, Hai Phong City issued a Resolution regulating human resource development policies in the field of semiconductor microchips and artificial intelligence in the city, period 2025 - 2030.
Accordingly, experts and scientists are considered for a one-time support of 100 million VND/person. This support is paid in 2 installments, 50% after the decision to enjoy the policy of the Hai Phong City People's Committee and the remaining 50% after completing 12 months of work under the contract. At the same time, when having achievements in research and development, experts and scientists are awarded 60 million VND for each patent granted in Vietnam and 120 million VND for each patent granted in the United States, Japan or Europe.
To ensure that experts and scientists can work with peace of mind, regarding accommodation, they will be supported with housing rental costs in Hai Phong City with a maximum of 20 million VND/month for the first 12 months from the effective date of the labor contract. Annually, they will be supported with funding to participate in prestigious international scientific conferences and seminars in their field of expertise. In cases where conferences and seminars are especially important but exceed the number of support times/year, the City People's Committee will consider and decide. The funding source is from the Hai Phong City budget and other legal funding sources according to the provisions of law.
According to Mr. Le Van Hieu - Chairman of Hai Phong City People's Council, the Resolution takes effect from October 26, 2025 to June 30, 2030. Experts and scientists specified in this Resolution who are eligible for many regimes and policies specified in different documents will only be entitled to the highest regime and policy.
Towards the leading semiconductor human resource center in the country
According to Announcement No. 05/TB-VPCP of the National Steering Committee for Semiconductor Industry Development, Vietnam aims to not only catch up but also "keep pace and surpass" in the global supply chain. Along with traditional driving forces, the Government identifies high-quality human resources as the decisive factor for the success or failure of this strategy.
Recently, the Government has issued many important policies such as Resolution No. 57 of the Politburo, the Law on Science, Technology and Innovation, the Law on Digital Technology Industry... These policies aim to make Vietnam a global semiconductor human resource center by 2030 and a global semiconductor and electronics industry center by 2040.

In order to attract high-quality talents in the fields of electronics, semiconductors, and artificial intelligence, Hai Phong City has issued regulations on preferential policies for experts and scientists in this field.
In that picture, Hai Phong - the industrial, logistics and high-tech center in the North - is converging many favorable conditions to become a new growth pole in the semiconductor map of Vietnam. Hai Phong City is currently home to large-scale electronics manufacturing facilities of: LG, Heesung Electronics, USI, ... At the same time, this locality is also actively planning high-tech industrial parks and implementing cooperation programs to train engineers and technical workers to serve the high-tech, electronics and semiconductor industries.
The issuance of policies by Hai Phong City to train, attract and effectively use human resources also affirms its determination to be proactive, take the lead and soon realize the goal of becoming a center of high-quality human resources in Vietnam in the electronics, semiconductor and artificial intelligence industries, contributing to bringing the country forward in the digital age.
Commenting on the importance of human resources in this field, Mr. Nguyen Vu Long - Deputy Head of Digital Infrastructure and Specialized Management Department, Hai Phong Department of Science and Technology, said that human resources are the "strategic fulcrum" for Hai Phong City to transform from production to research and design (R&D).

Hai Phong City is currently home to large-scale electronics manufacturing facilities of many FDI enterprises.
According to Mr. Long, Hai Phong needs to focus on innovating training associated with businesses, developing shared semiconductor labs, expanding international cooperation and having strong enough incentive policies to attract talent. Hai Phong's goal is to become one of the top three semiconductor human resource training centers in the country by 2030, playing a key role in supplying human resources for industrial parks and economic zones in the Northern Coast region.
Mr. Luu Hue Tien - Chairman of Sun EDU International Education Joint Stock Company commented that Hai Phong City needs outstanding policies to become a "promised land" for experts. Accordingly, it is necessary to innovate education and training, build "tailor-made" training programs according to the needs of businesses. Invest in key laboratories and modern practice centers, popularize STEM education from high school level. On the other hand, have breakthrough policies to attract and retain talents with special incentive packages, create an international-class living and working environment. Strengthen international cooperation, establish research institutes, develop R&D, proactively seek training cooperation with leading countries, enhance the role of businesses in coordinating on-site training...
