Continuing the program of visiting and working in Hai Phong city, on the afternoon of November 14, General Secretary To Lam worked with the Executive Committee of the Hai Phong City Party Committee.

The working content was on the results of implementing the Resolution of the 13th National Party Congress, the Resolution of the 16th National Party Congress of the City; thoroughly grasping and implementing Directive No. 35-CT/TW of the Politburo and the implementation status of Conclusion No. 96-KL/TW of the Politburo on continuing to implement Resolution No. 45-NQ/TW of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.

Achieved 14/20 targets of the Resolution

At the working session, the report of Hai Phong City Party Committee on the results of implementing the Resolution of the 16th City Party Congress since the beginning of the term showed that the city has achieved 14/20 targets set out in the Resolution.

Since Resolution 45 of the Politburo (January 24, 2019), in the period of 2019 - 2023, the average economic growth reached 12.6%/year, 2.44 times higher than the national average (5.16%/year), 1.74 times higher than the period of 2014 - 2018. The average GRDP per capita in 2023 (at current prices) of Hai Phong reached 7,960 USD, 1.83 times higher than 2018, equal to 1.87 times compared to the whole country, ranking 2nd among the 5 centrally-run cities. State budget revenue in the period of 2021 - 2023 of Hai Phong increased by an average of 7.3%/year, 1.67 times higher than the national average; in 2023 alone, it reached about 104 trillion VND. In the first 9 months of 2024, the socio-economy also developed comprehensively, GRDP growth was only 9.77%, but budget revenue and export growth were both quite high (both increased by nearly 30% over the same period)...

The fields of culture, society, health, education - training, physical education and sports, science - technology, and social security have received great investment, have many good policies and mechanisms, and have achieved very comprehensive and outstanding results. National defense and security have been strengthened, social safety has been maintained. The city has built a strong militia and self-defense force, coordinating well with other forces in the area. Foreign affairs and international integration have been promoted.

The work of Party building and political system building has been directed with attention and achieved many important results. The leadership capacity and fighting strength of the Party Committee, the activities of the Party committees and the government have been innovated, becoming more effective and efficient. The great national unity bloc has been strengthened. The material and spiritual life of all classes of people has been improved and enhanced.

On this occasion, the city proposed and recommended a number of contents related to the implementation of Conclusion No. 96-KL/TW, dated September 30, 2024 of the Politburo; building a new Resolution to replace Resolution No. 35/2021/QH15; investing in the construction of Tan Vu - Lach Huyen Bridge No. 2; establishing the Southern Coastal Economic Zone of Hai Phong city; developing Bach Long Vi island district into an economic - defense center; turning Hai Phong city into a clean energy center of the Northern region; Lao Cai - Hanoi - Hai Phong high-speed railway; starting investment in the construction of Nam Do Son Seaport; sea encroachment to promote the development of the marine economy; investing in the construction of Hai Phong International Airport (Tien Lang International Airport); industrial development; building a socialist model associated with socialist people.

Striving to develop Hai Phong into a modern international port city

Agreeing with the report of the Hai Phong City Party Committee, General Secretary To Lam emphasized that throughout the history of the nation, Hai Phong has always held an important strategic position in building and defending the country. Today, Hai Phong - the "Courageous - Determined to Win" City, an important port city, an industrial economic center, a marine economic center, a cultural, medical and educational center, not only of the Northern Coastal region but also an important driving force of the whole country.

Hai Phong has achieved achievements that many other localities have not been able to do when sharing the same context and institutions. Many good models and experiences in many fields are Hai Phong's initiatives, which need to be summarized and can be applied to many localities. This is thanks to the Party Committee and the Hai Phong City Government knowing how to arouse the spirit of "dare to think - dare to do" of the city's leaders, knowing how to promote the potential, will, courage, determination, intelligence and boldness that have become the character of Hai Phong people.

The General Secretary pointed out that, in addition to the achieved results, the city is also facing many difficulties and challenges such as the GRDP growth rate is slowing down and difficult to achieve the target; administrative reform, digital transformation, e-government and digital government construction are still slow and limited. Many administrative procedures are still cumbersome, consuming a lot of time and effort of people and businesses...

In order for Hai Phong city to develop, the General Secretary stated that it is necessary to strive to develop the city on par with typical cities in Asia, to be a modern international port city, leading the country in the cause of industrialization and modernization, to be an international center of economics, education, training, science and technology, and to continuously improve the material and spiritual life of the people as the goals set out in Resolution No. 45-NQ/TW of the Politburo.

In response to the Politburo’s high demands, Hai Phong must plan and make better plans for the future; be determined to pursue its goals. A city that wants to succeed must have a wise development strategy; an excellent public administration and be trusted by the people. The people’s trust is the greatest asset and driving force.

In order to achieve the above goals, the General Secretary emphasized that the city needs to continue to do well in Party building, building a streamlined, strong, effective, efficient and effective political system. Take care of and build a team of cadres with sufficient qualities, capacity, daring to think, daring to do, dynamic, creative, and aspiring to rise up for the development of the City. Promote the exemplary role of leaders. Focus on leading and directing the preparation and organization of Party congresses at all levels and the 17th City Party Congress for the 2025-2030 term in accordance with Directive 35-CT/TW, dated June 14, 2024 of the Politburo.

Hai Phong needs to continue to improve planning, including urban planning, industry, tourism, marine economy, underground infrastructure planning, spatial planning; connecting and synchronizing all types of transportation. The city's future planning needs to be modeled, widely consulted and publicized. Planning is the resource, the vision for the city to become transparent in development and attractive to investors.

The city's planning orientation must be a modern urban area, with open green spaces facing the sea, developing riverside spaces into sustainable economic and service areas, increasing green areas, enhancing social equity through public projects along rivers, coasts, and parks so that all classes of people have access; preserving old quarters, historical, cultural, and revolutionary relics.

The General Secretary noted that it is necessary to promote the advantage of Hai Phong as the "main gateway to the sea" for the whole North, planning to build Hai Phong into a modern marine economic center, an economic connection center and a driving force for development of the Red River Delta and the whole Northern region.

Hai Phong needs to focus on building hard and soft infrastructure in digital transformation, innovation, technology application, creating new momentum for growth; promoting the application of digital technology in all industries and fields. Hai Phong aims to be an innovative, creative and entrepreneurial city, encouraging increased spending on research and development, promoting inventions, protecting property rights, creating an attractive creative and entrepreneurial environment not only for Vietnam but also for the Southeast Asian region.

The General Secretary requested that Hai Phong needs to have a good strategy in attracting FDI and promoting technology transfer, creating all conditions for domestic enterprises to develop and participate in the international supply chain. Aiming to build an independent, self-reliant and integrated economy, with a spirit of self-reliance and international competitiveness.

Hai Phong must strive in the coming term to unleash and maximize all social resources, accelerate modernization; fundamentally and clearly create solid foundations to become the center of education - training, healthcare and science - technology of the Northern coastal region; reshape policies to support training of high-tech workers to develop the digital economy.

The General Secretary suggested that the city needs to accelerate quality urbanization to match the role and position of a centrally-run city and must proactively link regions, building Hai Phong into a smart, modern city, a model city in terms of experience and livability.

Hai Phong needs to focus on removing difficulties and obstacles, accelerating economic development, restructuring the economy towards a more modern and sustainable direction; making breakthroughs in administrative reform and the investment and business environment, aiming towards international standards in economic cooperation and development; reforming and building a streamlined, effective and efficient administrative apparatus, regularly dialogue with businesses and people, overcoming the stagnation and inefficiency of the staff and civil servants.

The General Secretary noted that the city needs to consolidate social foundations, improve the quality and accessibility of public services, ensure social security, resolve social conflicts as soon as they arise, and not let them become hot spots for security and order; build a solid defense zone, build a national defense posture associated with a people's security posture; proactively prevent and respond to avoid being passive or surprised in any situation.

Regarding the recommendations of Hai Phong city, the ministries and branches basically agreed to support. The General Secretary assigned the Central Party Office to synthesize the proposals and recommendations and send them to relevant agencies for research, consideration and settlement according to their authority, ensuring compliance with legal regulations, on the principle of creating the most favorable conditions for Hai Phong's development.

With the efforts and determination of the Party Committee, Government and People of Hai Phong City, together with the support of the Central Government, General Secretary To Lam believes that Hai Phong will soon succeed and become a new industrialized economic center, soon realizing the Vision 2045 set by Resolution 45 of the Politburo for Hai Phong, which is to become a city with a high level of development among the leading cities in Asia and the world, creating a new breakthrough in socio-economic development, successfully implementing the goals and tasks of the Resolution of the 16th City Party Congress for the 2020-2025 term.
