In 2006, Hai Phong PCI ranked only 41st out of 63 provinces and cities. Continuously from 2006 to 2011, the city's PCI index maintained a low ranking of 36-48. Then, in the period 2012-2018, PCI improved compared to the previous period but there were still major fluctuations in the ranking position. In the period 2019-2024, Hai Phong PCI index began to have a strong change, continuously conquering high ranking positions and maintaining the top position over the years.
2021 is the first year that Hai Phong has risen to 2nd place out of 63 provinces and cities and 2nd out of 11 provinces and cities in the Red River Delta. In 2022 and 2023, PCI Hai Phong ranked 3rd nationwide and 2nd out of 11 provinces and cities in the Red River Delta. In 2024, PCI Hai Phong rose to 1st place. Thus, Hai Phong has been in the top 3 for 4 consecutive years (from 2021 - 2024), and has been in the top 10 leading provinces and cities nationwide for 7 years (from 2017 - 2024).
In particular, in 2024, Hai Phong will also lead the country in the Public Administration Reform Index (PAR Index) and the People's Satisfaction Index for State Administrative Services in 2024 (SIPAS). This is the second time Hai Phong has led the country in the PAR Index (the last time was in 2021). In the 13-year history of assessment, Hai Phong has been in the top 5 localities nationwide in the PAR Index for 12 consecutive years, of which it ranked 2nd out of 63 for 7 years.

Speaking at the announcement ceremony, Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee said that from the beginning of the term, the Resolution of the 16th Party Congress of the City Party Committee identified improving the investment and business environment, focusing on promoting administrative procedure reform, building e-government, and improving the quality of public services of the administrative apparatus as a breakthrough solution to achieve high growth targets and complete socio-economic tasks.
The city has issued many administrative reform plans; thoroughly implemented the assignment of specific tasks associated with the personal responsibilities of each cadre and party member, following the motto "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; regularly dialogued with the domestic and FDI business community to promptly remove difficulties; and actively supported businesses in digital transformation.
In 2024, 100% of administrative procedures will be handled at the One-Stop Department; the list of administrative procedures will be announced and made public on the online system; online public service fees and charges will be exempted; a dedicated network will be deployed, ensuring 100% connection of wards and communes and the administrative procedure handling information system towards building a digital government.

The Secretary of the City Party Committee emphasized that the PCI Index has become an important tool to help Hai Phong innovate its management thinking, improve governance efficiency, spread reform lessons, build local brands, and especially an effective monitoring tool, reflecting the "voice" of businesses to the government, thereby helping to evaluate and adjust solutions to improve the city's investment and business environment.
Thanks to reform efforts associated with improving PCI rankings and administrative indicators, Hai Phong has risen to the Top 5 localities with the largest economic scale in the country by 2024, maintaining a double-digit GRDP growth rate for 10 consecutive years. State budget revenue exceeded the 100,000 billion VND mark from 2022 and continued to increase. In the period of 2021-2024, the city continuously ranked in the Top 5 localities attracting the most FDI in the country.
In the coming time, Hai Phong will focus on implementing 7 strategic orientations to create breakthroughs in administrative reform, economic development and modern urban construction. In particular, Hai Phong will accelerate digital transformation and build digital government, while restructuring the administrative apparatus effectively after merging provincial administrative units, ensuring uninterrupted service to people and businesses. The goal is to achieve GRDP growth of 12.5% in 2025 and 15-16% in the period 2026-2030.
In addition, the city will proactively re-plan the development space according to the multi-polar urban model - integrated industry - service, creating growth momentum from both the inner city and the suburbs. Synchronously develop strategic infrastructure, prioritize the completion of Lach Huyen Port, invest in Nam Do Son Port, Tien Lang International Airport, high-speed railway. The city is also studying the establishment of a new generation Free Trade Zone in 2025 according to the international standard "one declaration, one inspection, one approval" model. Promote the development of science - technology, innovation, digital transformation and green transformation, especially in the Southern Coastal Economic Zone in the direction of ecology and high technology. At the same time, increase support for private enterprises to participate more deeply in the global supply chain.
Along with that, continue to innovate the management and operation work and improve the quality of the PCI index.
