Hai Phong aims to have 1,500 OCOP products

After the merger, Hai Phong City became a 'super city' with new agricultural development space and larger OCOP development goals and new rural construction.

New momentum, combined "east-west" strengths

The merger of administrative boundaries has formed a new Hai Phong City with the appearance of a "super city", with unprecedented synergy between the combined strengths of the East and the West. This historic event not only opens up space for agricultural development in the Port City but also sets a great goal for elevating OCOP products, turning local agricultural products into strong brands reaching the international level.

Accordingly, the entire Hai Phong city has only 855 OCOP products that have been rated with stars. Of which, the east of Hai Phong contributes 380 products, including 124 4-star products and 256 3-star products, while the west of Hai Phong contributes 475 OCOP products, with 8 products meeting national 5-star standards, 132 4-star products and 256 3-star products.

Mr. Le Van Viet - Director of Xuyen Viet Seafood Production and Trading Cooperative affirmed: "The combination of the strengths of the eastern seaport and the western agricultural capital will create highlights and highly competitive products in the future. This complementarity is strategic, helping to shorten the supply chain and create a solid foundation for industrial investors."

Mr. Dao Quang Chuyen - Chairman of the Board of Directors of Hoang Gia Joint Stock Company, the owner of the Royal Golden Dragon green bean cake product achieving the national 5-star OCOP, assessed that this is a "rare opportunity" and "a promising new chapter", opening up great potential for the development of enterprises in the agricultural sector.

As an insider with many years of experience in business, Mr. Chuyen assessed that the OCOP program is not only a name, a measure but also a "revolution" in production, forcing businesses to "look back from the roots, from the smallest things" to achieve "perfection" for the products they make.

As proof of his words, Mr. Dao Quang Chuyen said that in order to be certified as a 5-star OCOP, Hoang Gia Company used its experience and reputation of decades of business, set “superior quality” as a guiding principle, carefully selected green beans, and made a breakthrough by “removing pork fat and replacing it with premium natural vegetable oil” to bring a refreshing taste and expand its customer base. The production process was also “re-perfected” at each stage to ensure food safety.

Another special highlight is the “packaging design” with the “Vietnamese bamboo box”, which Mr. Chuyen proudly calls “a miniature work of art”, not only environmentally friendly but also tells the story of the country and people of Vietnam”.

Similarly, in the east of Hai Phong, Mr. Tran Van Trung - Director of Hai Au Viet Investment Joint Stock Company, the owner of the product "Kien Quoc organic rice" achieving 4-star OCOP, shared: "His motivation to start a business comes from the desire to do something meaningful for his homeland's rice when he saw that exported Vietnamese rice often had no brand name."

Mr. Trung affirmed that rice is not only food but also "full of emotions about Vietnamese culture and people". Hai Au Viet Company has pioneered the application of high-quality rice varieties such as ST24, ST25 to the rice model to improve rice quality.

Therefore, after the merger, in addition to having more room to produce rice in Tu Ky area, OCOP entities in the east of Hai Phong will also have many opportunities to contact and learn from OCOP entities in the west of Hai Phong to cooperate together to improve products, develop and expand markets.

Big vision, new challenges

Despite impressive successes, the agricultural sector of the new Hai Phong City still faces challenges in small-scale, fragmented production, and modest business investment in agriculture. Mr. Bui Van Thang frankly pointed out this at the first Hai Phong City Party Congress, term 2025-2030: “Small-scale, fragmented production still accounts for a high proportion, household economy still dominates, cooperatives are ineffective, and business investment in agriculture is still modest. Intra-field traffic infrastructure and irrigation in many places are degraded, not meeting production requirements, and public investment capital for agriculture is still low.”

To overcome these shortcomings, Hai Phong City has set ambitious goals for the 2026-2030 period, demonstrating its determination to build a modern and sustainable agriculture. The target of increasing the value of agricultural, forestry and fishery production is 2-3%/year. In particular, the value of products per unit of agricultural land area strives to reach 230 million VND/ha by 2030.

In general, in the new rural area (NTM) construction, Hai Phong aims to have 80% or more communes meeting advanced NTM standards and 50% or more communes meeting model NTM standards by 2030. The construction of NTM will be associated with urbanization, preserving traditional values, maintaining cultural identity, while improving living conditions, ensuring a safe environment and material and spiritual life for rural people.

As for the OCOP program, the strategic vision to 2030 has also been clearly outlined by Hai Phong City, which will be a focus with the goal of having over 1,500 newly recognized products, of which at least 30 OCOP products achieve 5 stars. With the existing internal resources, this is a completely feasible strategic goal, aiming to build a "strong brand, ensuring green and sustainable growth".

In order for OCOP products to reach further, the products will basically be widely promoted on e-commerce platforms, expanding the consumption market both domestically and internationally. OCOP entities expect that promoting on e-commerce platforms will help them reach a larger and more diverse customer base.

Regarding solutions, to realize these goals, the new Hai Phong city will focus on reviewing and perfecting the policy mechanism to support the development of OCOP products. In particular, promoting cooperation and linkage along the value chain from production to product consumption, improving the capacity of processing facilities and supporting trade promotion.

Mr. Dao Quang Chuyen said that he has high expectations for "linking with OCOP products, especially seafood from the east and west of Hai Phong City" and "developing distribution channels into the supermarket system", and at the same time "linking with 5-star OCOP products from many provinces and cities to create sustainable consumption solutions".

It can be seen that with the perfect combination as businesses have identified, between the strength of the seaport and the capital of agricultural production, the new Hai Phong City is facing a great opportunity to realize the policies, plans and projects that have been set out. From there, it will soon reap success, affirming its role as a new growth pole, a dynamic, modern and sustainable economic center, with OCOP agricultural products reaching far in the international market.

One of the three tasks that Mr. Bui Van Thang - Director of the Department of Agriculture and Environment of Hai Phong City put forward in his speech at the first Congress of the Hai Phong City Party Committee, term 2025-2030 is: "Developing a system of facilities for preliminary processing, processing agricultural products and promoting trade, focusing on building a system of agricultural product processing facilities, concentrated livestock and poultry slaughterhouses, OCOP product production facilities, production and processing of agricultural products for export; promoting activities to participate in e-commerce platforms".
