On June 3, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, Head of the Steering Committee for site clearance for the Lao Cai - Hanoi - Hai Phong railway construction project through the city, conducted a field inspection at Dinh Vu and chaired a meeting of the Steering Committee.
The Lao Cai - Hanoi - Hai Phong railway construction project through the city has a main line of 48.92 km long (from the beginning of Hai Phong to Lach Huyen station); 2 branch lines of 20 km long (the branch line from Nam Dinh Vu station to Dinh Vu station is about 7.5 km long; the branch line from Nam Hai Phong station to Nam Do Son is about 11.5 km long). In Hai Phong, there are 6 stations, including 4 stations: Nam Hai Phong, Nam Do Son, Dinh Vu, Lach Huyen and 2 technical operation stations: Quoc Tuan, Nam Dinh Vu.

The total recovered area is 405 hectares (including: An Lao district 47.3 hectares; Kien Thuy district 98.3 hectares; Do Son district 5.3 hectares; Duong Kinh district 29.7 hectares; Hai An district 81.1 hectares; Cat Hai district 143.3 hectares). Of which, residential land is 19.3 hectares; agricultural land is 173.3 hectares; traffic and irrigation land is 33.4 hectares; other land is 189 hectares. The number of households whose land is recovered is about 2,800 households.
The total resettlement demand is 1,342 lots, requiring investment in the construction of 9 resettlement areas with a total area of 31 hectares in the localities: An Lao, Kien Thuy, Duong Kinh with a total investment of about 770 billion VND. The remaining 3 localities: Do Son, Hai An, Cat Hai have been arranged in existing resettlement areas in the area.
The city has assigned the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to be the investor of resettlement projects. It has arranged a capital plan to implement compensation, support, and resettlement construction, about 3,000 billion VND to be implemented in 2025. The Department of Construction and localities have been assigned to study and propose the formation of a TOD model at the Nam Hai Phong station location and carry out procedures to exploit the land fund around Nam Hai Phong station.

Up to now, localities have completed determining and organizing the placement of markers for the expected project scope; completed the establishment of cadastral maps and are in agreement with the Railway Project Management Board (Ministry of Construction) to complete and approve the cadastral maps.

Representatives of the leaders of departments, branches, districts and towns have requested the project investor to soon approve and publicize the official route; speed up the construction of resettlement areas; study the plan to upgrade Quoc Tuan Technical Operation Station and Nam Dinh Vu Station into a passenger station to facilitate passenger travel when the project is put into operation.
Regarding the progress of land acquisition and clearance, the Chairman of Hai Phong City People's Committee has inspected the construction of organizations and individuals on the project's route. The project's expected boundary markers have been determined and completed before May 25, 2025. The work of establishing cadastral maps has been completed and is in agreement with the Railway Project Management Board (Investor) to finalize the approval of the cadastral map.
Concluding the meeting, Mr. Le Tien Chau, Secretary of the City Party Committee and Head of the Steering Committee, highly appreciated the proactive and active participation of departments, branches and localities in implementing tasks and work related to the project.
The Secretary of the City Party Committee emphasized: The investment project to build the Lao Cai-Hanoi-Hai Phong railway is a national key project, of strategic significance in developing transport connections. In particular, the project will create an important driving force for the economic and social development of Hai Phong City. To contribute to speeding up the project implementation progress, the city agreed to contribute funds from the city budget to implement the project through the city with a total amount of about 11,000 billion VND.
As the project has a huge amount of work, urgent time, and high quality requirements, Mr. Le Tien Chau directed relevant departments, branches, sectors, and localities to promote a sense of responsibility and focus on implementing the requirements and tasks well in the coming time.
Through research and field surveys, Hai Phong City agreed on the route plan of the Lao Cai-Hanoi-Hai Phong railway line through the city as in the feasibility study. However, the city proposed that the Railway Project Management Board (Ministry of Construction) supplement investment in the shared route in the Dinh Vu area, then hand it over to the city for maintenance and repair, creating convenience for traffic and business operations here.
At the same time, research the plan to upgrade Quoc Tuan Technical Operation Station and Nam Dinh Vu Station into a passenger station. Urgently agree and hand over the official route of the project to help the locality have a basis to accurately determine the boundaries of land clearance and implement the next tasks. The Board strengthens coordination with the city to promptly report to the Prime Minister and the Ministry of Construction to quickly resolve difficulties and problems arising in practice.

To ensure the project's progress, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee and Head of the Steering Committee, suggested that the City People's Committee soon organize a dialogue conference with businesses in the Dinh Vu area to create consensus and unity in project implementation; and direct the Hai Phong Traffic and Agricultural Project Management Board to soon start construction of the resettlement area to serve the site clearance work.
Resettlement areas need to be built in convenient locations, with complete infrastructure, ensuring convenience in people's lives. The City Police and the City Military Command should strengthen their grasp of the local situation, proactively develop plans to ensure security, order, and social safety during the project implementation process; the Department of Agriculture and Environment should urgently unify and complete the project's cadastral map; the Department of Finance should calculate and allocate sufficient funds to serve the site clearance work.
In localities where the project passes, promote propaganda and mobilization work so that people clearly understand the meaning and importance of the project, create high consensus, strictly comply with regulations, and prevent illegal construction and exploitation of policies related to compensation and support for site clearance.
