Mr. Le Tien Chau, Secretary of Hai Phong City Party Committee, said that in order to contribute to speeding up the project's progress, the city has proactively contributed about 11,000 billion VND from the budget to implement the project's section through the eastern part of the city. Recently, departments, branches, and localities where the project passes have actively implemented tasks related to project site clearance. However, compared to the requirements set out in Plan 211/KH-UBND on site clearance for the project section through the city, the progress has not been guaranteed (about 1 month late).

To effectively carry out the work of site clearance and resettlement, ensuring the overall progress of the project, the Secretary of the Hai Phong City Party Committee requested the Party committees and authorities of communes, wards and special zones to focus more on human resources, facilities, technical infrastructure, equipment and public vehicles to serve the site clearance work. In particular, localities closely follow the plan of the City People's Committee to develop local plans, thereby mobilizing the participation of the entire political system to carry out the task with the determination to complete the project site clearance by 2025.
Pay special attention to the work of site clearance, departments, branches and localities should study to make the most of the mechanisms and policies to support organizations and people whose land is recovered for the project. However, it is necessary to ensure strictness, accuracy and resolutely not to let the situation of taking advantage of policies that cause budget loss happen.
Identifying the project site clearance task as the city's key and top priority task in the coming time, Mr. Le Tien Chau requested 23 communes, wards, and special zones of the city related to the project and related departments and branches to make full efforts; mobilize the entire city's political system to participate in the campaign, propaganda, and persuasion of people to agree with the Party and State's policy on site clearance compensation; strive to complete in 2025.

This is really a big challenge for the localities where the project passes through. Because the project progress is very urgent, the total area that needs to be cleared is large, up to 624.13 hectares, including many types of land and related to 6,096 households. Along with that, the implementation of the investment project to build resettlement areas to serve the project has not met the requirement of "resettlement first".
The City People's Committee directed the Department of Finance to allocate sufficient funds for localities to carry out compensation and support work as well as invest in the construction of resettlement areas. Increase the number of highly qualified staff to guide and support localities to properly carry out procedures related to compensation and support for site clearance.
Regarding the implementation of resettlement area construction, the City Party Secretary requested the Department of Construction, the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong, and the Management Board of Investment Projects for Construction of West Hai Phong to urgently establish and implement the resettlement area construction project, striving to complete it this November to serve as a basis for localities to approve the site clearance plan.
Currently, the City has identified 1,749 households in need of resettlement, of which 407 households are in the West and 1,342 households are in the East. 14 resettlement projects have been assigned to investors for implementation (11 projects in the West, 3 projects in the East), with a total area of about 59.86 hectares. 12 resettlement projects have been approved, 2 other projects are under appraisal.
Many resettlement areas are being implemented in localities such as An Khanh commune, which has built 2 resettlement areas with an area of 5.4 hectares for about 292 households; An Hung commune has a resettlement area of 3 hectares for 162 households; Kien Thuy commune has 3 resettlement areas with an area of 8.2 hectares, accommodating 280 households; Kien Hai commune has 2 resettlement areas with an area of 6.3 hectares, accommodating 231 households; Duong Kinh ward has a resettlement area of 7.5 hectares, expected for 430 households. In addition, many other communes such as Tan Ky, Chi Minh, Ha Dong, Yet Kieu, Gia Loc... have made inventories, made plans and gradually implemented them.
The construction of the resettlement area must be carried out quickly but must be linked to ensuring quality and technical requirements. Along with that, urgently establish and implement the cemetery expansion project to facilitate the relocation of graves, ensure spiritual factors, and strive to complete before December 23.
The Secretary of the Hai Phong City Party Committee assigned the City Military Command to direct relevant units to synthesize the area of defense land recovered for the project and report to the City People's Committee to submit to the Prime Minister for approval before implementing the recovery.
In order for the project site clearance to be implemented as planned, the Railway Project Management Board (Ministry of Construction) should soon agree on the route plan, station location... so that the city can carry out the site clearance work. Along with that, update the proposals and recommendations of Hai Phong city to ensure suitability, effectiveness, and meet the requirements of the city's socio-economic development.

The Lao Cai - Hanoi - Hai Phong standard gauge electrified railway is a project of strategic significance in regional development and international integration. The project is expected to bring the city many opportunities for breakthrough development in the future.
The project will meet the demand for sustainable and environmentally friendly transportation; contributing to realizing Vietnam's commitment at the COP26 conference to reduce net emissions to zero by 2050. The project is an important highlight, promoting the "Cooperation Plan connecting the framework of two corridors, one belt with the Belt and Road Initiative between Vietnam and China". The Lao Cai - Hanoi - Hai Phong railway not only plays the role of a domestic economic bridge but also an important part in the transport connection strategy between Vietnam and China, contributing to promoting trade, regional economic cooperation and promoting regional economic development.
This is also a key project of the national transport sector, a driving force for promoting socio-economic development, connecting multi-modal transport between industrial centers and seaports in the Northern Delta region. Once completed, the project will improve transport capacity, reduce pressure on existing roads (National Highway 32, National Highway 5, National Highway 37, CT.05 Expressway, CT.04 Expressway...), promote investment attraction in industrial parks and urban areas along the route; effectively connect with the Hai Phong port system (Lach Huyen, Dinh Vu - Cat Hai, Nam Do Son) creating momentum for the development of the logistics industry.
Hai Phong, with the responsibility of the locality with the third largest economic scale in the country, has proactively contributed with the Central Government about 11,000 billion VND from the budget to implement the project. Not only contributing funds, the city also demonstrated political determination, time schedule, and the highest effort to complete the project's site clearance.
To implement the project, it is necessary to clear more than 624.13 hectares of land, of which the western area of Hai Phong is more than 218.2 hectares and the eastern area of Hai Phong is more than 405.93 hectares. The total number of households whose land must be recovered to implement the project is 6,096 households. The cost of site clearance is about 11,218 billion VND.
As of November 6, 6/23 communes, wards and special zones have completed the inventory of assets attached to land; 17/23 communes and wards are conducting the inventory of assets attached to land. The city has implemented 14 resettlement area construction projects in communes and wards. To date, 12/14 resettlement projects have been approved.
