Mr. Hoang Minh Cuong, Vice Chairman of Hai Phong City People's Committee, recently had a meeting and worked with the delegation of the Ministry of Energy, Business and Industry of the Kingdom of Sweden led by Deputy Minister Sara Modig.

Speaking at the meeting, the Vice Chairman of Hai Phong City People's Committee expressed his pleasure to welcome the Swedish delegation to visit and work in Hai Phong, and hoped that the visit would contribute to strengthening and deepening the good and effective cooperative relationship between Hai Phong and Swedish partners in the coming time.

Hai Phong is currently the country's major industrial, seaport and logistics center, and an important traffic hub of the Northern key economic region. After the merger, Hai Phong has the third largest economic scale in the country, reaching 33 billion USD. The city has maintained double-digit growth for 11 consecutive years, with GRDP increasing by 11.01% in 2024 - leading the Red River Delta region.

Notably, in 2024, Hai Phong for the first time led the country in four important indexes: Provincial Competitiveness Index (PCI), Administrative Reform Index (Par Index), Satisfaction Index of People and Organizations with Services of State Administrative Agencies (SIPAS) and Provincial Green Index (PGI).

“Hai Phong has great potential for cooperation with Swedish partners, especially in the fields of building green seaport models and zero-emission logistics; Digital transformation in urban administration, smart infrastructure and public services; Renewable energy, electricity storage and energy efficiency. Hopefully, in the coming time, Swedish businesses will expand their investment in Hai Phong. The city is committed to accompanying foreign investors in the spirit of trustworthy cooperation, sharing benefits and long-term development, while ensuring a transparent investment environment, favorable administrative procedures and modern industrial - logistics infrastructure,” Mr. Hoang Minh Cuong emphasized.

Currently, Sweden has 3 FDI projects operating in Hai Phong with a total capital of more than 48 million USD, of which the energy storage battery production project is considered to be of great significance in sustainable energy development. Import-export turnover between Hai Phong and Swedish partners maintains a stable growth rate, reaching more than 160 million USD in 2024 and more than 120 million USD in the first 9 months of 2025.

In addition, in September 2024, the Hai Phong Department of Industry and Trade signed a Memorandum of Understanding with the Port of Gothenburg (Sweden) to promote cooperation in developing import-export and logistics services. Currently, the two sides are actively implementing programs and activities within the framework of the Memorandum of Understanding, aiming to build a sustainable logistics system and promote digital transformation in the logistics sector.

On the Swedish side, Deputy Minister Sara Modig thanked the city leaders for their warm welcome and affirmed that Sweden is ready to support Hai Phong in the green transformation process, developing sustainable seaport infrastructure, smart logistics and an environmentally friendly public transport system.

The Deputy Minister said that this visit is an important opportunity to promote discussions on the implementation of the Sectoral Strategic Partnership Agreement between Sweden and Vietnam in the fields of science , technology, innovation and digital transformation - signed during the recent official visit of Prime Minister Pham Minh Chinh to Sweden. The cooperation between Hai Phong Port and Gothenburg Port opens up many opportunities for trade cooperation between the two sides, while also facilitating the sharing of experiences in green transformation and digitalization, especially in the development of sustainable seaport infrastructure, towards the goal of helping Hai Phong become a leading maritime center in the region.

“In the coming time, Sweden will strengthen cooperation with Hai Phong, creating favorable conditions for Swedish enterprises to expand investment and business in the city, thereby promoting sustainable development and bringing mutual benefits to both sides,” Ms. Sara Modig affirmed.

Previously, Mr. Le Anh Quan, Standing Vice Chairman of Hai Phong City People's Committee, also had a meeting and worked with the delegation of the European Chamber of Commerce in Vietnam (EuroCham) led by Chairman Bruno Jaspaert, to promote cooperation and investment opportunities between Hai Phong and the European business community.

Currently, the City has two large economic zones (Dinh Vu - Cat Hai economic zone and the Southern coastal economic zone), implementing a 6,300-hectare Free Trade Zone with 17 specific policy mechanisms, a 5,300-hectare Specialized Economic Zone, and 43 industrial parks with a total area of ​​over 12,000 hectares.

The National Assembly issued Resolution 226 on piloting a number of specific mechanisms and policies for Hai Phong city. The strategic breakthrough highlight of the Resolution is the construction of a Free Trade Zone - a new economic model unique to Hai Phong, with a modern management mechanism and outstanding preferential policies to attract investment.

Hai Phong currently attracts more than 1,740 FDI projects with a total investment capital of over 50 billion USD, including 60 projects from Europe with a total capital of 1.7 billion USD. Typical projects are projects from Belgian, German and Dutch enterprises such as: DEEP C Industrial Park Complex (726 million USD), Tesa Adhesive Tape Factory (91 million USD), Damen Song Cam Shipyard (89 million USD).

European businesses are keen to learn more about investment opportunities in Hai Phong after the merger, especially the preferential policies in the Free Trade Zone that the city is implementing.
