PV: With the determination to strongly improve the business environment and create a healthy competitive environment for the business community, what are the key solutions that Ha Nam Customs has implemented in recent times, sir?

Mr. Pham Que Lam: Along with promoting administrative reform (AR) and customs modernization, Ha Nam Customs has continuously made efforts to develop the Customs-Business partnership. Considering businesses as “Partners - Cooperators” in the process of implementing the task of state management of customs not only facilitates import-export activities but also contributes to improving the investment and business environment and meeting integration requirements.

As a result, in 2024, Ha Nam Customs had nearly 1,340 enterprises registering to carry out customs procedures for import and export goods. At the same time, it received and processed 333,845 declarations for import and export procedures, an increase of 36.24% compared to 2023. The total turnover reached over 24 billion USD, an increase of 63.57% over the same period in 2023. The total tax paid to the state budget reached 1,737 billion VND (103.1% of the assigned target of 1,685 billion VND), an increase of 10.4% over the same period in 2023. In 2025, from the beginning of the year until now, Ha Nam Customs has processed 67,327 import and export declarations; the total import and export turnover reached over 3.581 billion USD; The total state budget revenue of Ha Nam Customs reached over 328 billion VND, reaching 20.06% of the assigned plan.

PV: Digital transformation and support for digital transformation in enterprises are identified by Ha Nam Customs as one of the breakthrough solutions in administrative procedure reform?

Mr. Pham Que Lam: With the goal of striving to complete digital transformation at the unit by 2025, in which the key task is to comprehensively and synchronously transform digitally in customs operations with digital transformation to serve import-export enterprises; to complete the goal of 100% of customs procedures being carried out entirely online (paperless). Therefore, the unit has always been proactive in researching, building and applying software programs to its operations. Up to now, most of the operations have been digitized; all procedures, interactions, and document processing for enterprises are carried out online 24/7; Effectively use the VNACCS/VCIS automatic electronic customs clearance system, combining the national "single window" mechanism and application programs in management activities, meeting the requirements for fast and accurate customs clearance of goods, contributing to building a modern, professional, transparent and effective customs sector, while facilitating trade in import and export activities of goods.

PV: The results achieved in 2024 are the clearest proof of the efforts that Ha Nam Customs has implemented in the past time, sir?

Mr. Pham Que Lam: That's right! To achieve this result, in the past time, Ha Nam Customs has always stood side by side and made efforts to create all favorable conditions, promptly listened, grasped and removed difficulties in production, business, import and export of enterprises. One of the most important measures that Ha Nam Customs has implemented is reforming administrative procedures. Simplifying customs procedures and shortening the time for customs clearance of goods has helped enterprises save costs and time. At the same time, the electronic customs declaration system has also been widely deployed, helping to minimize administrative barriers and create conditions for enterprises to easily access customs services.

In addition, Ha Nam Customs has actively supported businesses in the import and export of goods. Technical support programs, legal advice, and customs guidance are regularly organized to improve knowledge and skills for businesses. Ha Nam Customs has also established a hotline, online information channel, support via phone, zalo, email, etc. to answer questions and support businesses in solving problems arising during customs procedures. In addition, to grasp the difficulties and problems of businesses and promptly handle and resolve them, every year, Ha Nam Customs regularly organizes Dialogue Conferences with the business community to disseminate legal policies and new regulations related to customs and import and export activities such as: customs procedures, tax policies, tax management; customs procedures for the business community, etc.

PV: However, according to some businesses, in the process of implementing customs procedures, there are still some "bottlenecks" in the procedures for export processing enterprises renting warehouses and factories; export processing enterprises hiring domestic enterprises for processing; performing processing contracts for customers, raw materials; especially, the group of customs procedures for on-site goods invoices... So what is your opinion on this issue?

Mr. Pham Que Lam: In the process of implementing customs procedures, there are still certain difficulties and obstacles. However, in the spirit of listening and cooperating for mutual development, from the first months of 2025, Ha Nam Customs continues to promote administrative procedure reform, accompany, share difficulties, remove obstacles, create maximum favorable conditions in production, business, import and export activities, reduce time and costs for businesses, attract businesses inside and outside the province to carry out procedures at Ha Nam Customs. Continue to promote information and propaganda, guide the implementation of legal documents to the business community in the area, organize dialogue conferences with businesses to disseminate legal policies, new regulations related to customs and import and export activities, creating trust in the business community.
