Customs proposes to amend regulations on National Single Window Mechanism

(PLVN) - The National Single Window (NSW) mechanism has brought many benefits to the business community and management agencies, but after more than 10 years of implementation, the National Single Window mechanism has revealed shortcomings and limitations in both process and technology.

For more than 10 years of operation, NSW has made many important contributions to the management agencies and the business community. For the Government, the implementation of the National Single Window Portal has served to receive declaration information from businesses; process and exchange information with specialized systems of ministries and branches and connect with the ASEAN Single Window Mechanism, thereby facilitating trade of goods and the image, position and role of Vietnam participating in the world supply chain...

For ministries, sectors and relevant parties, NSW basically meets the requirements of expanding connectivity and quickly implementing administrative procedures; partly meeting the urgent requirements of connecting specialized systems of ministries and sectors with the National Single Window Portal...

For people and businesses, NSW has contributed to simplifying administrative procedures and reducing the time to carry out procedures such as licensing and specialized inspections by ministries and branches related to cross-border trade activities.

Despite achieving many positive results, after more than 10 years of implementation, NSW has revealed shortcomings and limitations.

To overcome the limitations and shortcomings and further improve the effectiveness of NSW implementation in the context of Vietnam's increasing trade scale, the Customs Department recommends that competent authorities amend Decree No. 85/2019/ND-CP regulating the implementation of administrative procedures under NSW, the ASEAN Single Window and specialized inspection of exported and imported goods.

Amending Decree 85 in the direction of promulgating a common process, a set of technical standards and a common data form in declaring the implementation of administrative procedures for licensing, quality inspection and other procedures related to state management of import, export and transit goods of all ministries and branches for synchronous and unified implementation; ensuring standardization, connectivity and data sharing; improving the level of automation of the system; creating opportunities for applying new technologies. The Department also recommends that the Ministry of Finance allocate sufficient capital to complete the task of implementing the contents associated with NSW, including: Expanding phase 3 according to the direction of the Prime Minister; connecting and exchanging electronic C/O with Korea; hiring administrative and operational support services; replacing depreciated servers and equipment; investing in backup systems...
