According to Yonhap, this proposal was made by South Korea on November 17 in the context of North Korean soldiers repeatedly crossing the MDL while on duty near the border area.
This is Seoul's first formal proposal for talks with North Korea since President Lee Jae Myung took office in June, pledging to mend strained ties with North Korea and create conditions for dialogue.

"The South Korean military has officially proposed holding military talks with North Korea to discuss how to establish the MDL, in order to prevent accidental clashes and ease military tensions," Vice Defense Policy Minister Kim Hong Cheol said in a statement.
"We expect a positive and prompt response from North Korea to our proposal to reduce tensions on the Korean Peninsula and restore military trust," Kim said, adding that Seoul was ready to discuss details of the talks, including the venue and schedule.
The North Korean military is believed to have crossed the MDL about 10 times this year. In October, two North Korean soldiers briefly crossed the MDL to pursue another North Korean soldier who had defected to South Korea.
The South Korean military has issued warning messages as North Korean soldiers approach the MDL and then fired warning shots when they violate the boundary.
Along with the proposal for talks, South Korea has removed loudspeakers at the border and stopped broadcasting propaganda as part of efforts to restore inter-Korean trust.
If held, it would be the first inter-Korean military talks since 2018.
