This was affirmed by the Minister of Land, Infrastructure and Transport of Korea ( MOLIT) Park Sangwoo during a working session with the Minister of Construction Tran Hong Minh on promoting bilateral cooperation in the fields of construction and transportation, on the morning of March 31, 2025 in Hanoi .

The meeting between the two ministries is of great significance in the context of Vietnam and South Korea continuously strengthening their cooperative relationship, especially after Prime Minister Pham Minh Chinh 's visit to South Korea in July 2024.

This is an important milestone, demonstrating the good development of the relationship between the two countries to effectively and substantially implement the "Comprehensive Strategic Partnership" established since 2022.

Minister Park Sangwoo emphasized that the "Comprehensive Strategic Partnership" between Vietnam and Korea and cooperation have been strongly promoted between the two countries in all fields of economy, trade, culture...

The imprint of cooperation in the field of transportation and construction of the two countries is increasingly strong. A typical example is the smart urban development project within the framework of the K-City Network in some provinces and cities of Vietnam; the Korea Land and Housing Corporation (LH) cooperates in developing urban growth in some provinces.

In the railway sector, Minister Park Sangwoo said that when Korea first invested in high-speed railways, it imported technology from France. However, after 20 years of development, Korea has mastered the technology. Of which, 100% of the parts produced in Korea have been mastered, only a few parts have been imported since the first line was deployed, to serve operation and maintenance.

South Korea has been aiming to export technology in the field of high-speed railways, which has attracted the attention of many countries.

From this experience, Korea wishes to share its experience, is ready to transfer technology, train human resources, support Vietnam in localization, and move towards mastering high-speed railway technology.

"We are ready to cooperate in the spirit of mutual benefit for the common development of the two countries," Minister Park Sangwoo affirmed.

South Korea is currently the country with the largest FDI capital in Vietnam, the second largest bilateral official development assistance (ODA) provider and the third largest trading partner of Vietnam.

In the field of transport, Korea is the second largest bilateral donor to Vietnam's transport sector. Since 1996, the Korean Government has begun providing capital support to Vietnam to develop transport infrastructure.

To date, the two sides have completed 9 projects with a total loan value of more than 1 billion USD and are jointly implementing 6 projects with a total loan value of nearly 600 million USD.

In the field of urban and housing development, the Ministry of Land, Infrastructure and Transport of Korea has actively cooperated, supported training, and shared experiences with the Ministry of Construction in the process of researching and developing the Housing Law and the revised Real Estate Business Law in 2023.

Korean enterprises have achieved many successes in investing in developing new modern and smart urban areas such as: Starlake urban area in Hanoi, Nha Be Urban Area project in Ho Chi Minh City.

Minister Tran Hong Minh hopes that Korea will research and provide ODA capital for Vietnam’s railway infrastructure projects. At the same time, it will support training and share experiences in developing railway technology, smart transportation, energy conversion, and developing green infrastructure.

"Vietnam hopes that the Korean side will continue to support human resource training, especially railway human resources, to meet the increasing needs of the railway industry in the coming time," Minister Tran Hong Minh suggested.

Vietnam plans to start construction of the North-South high-speed railway line Hanoi - Ho Chi Minh City at the end of 2026. The project has a total length of 1,541 km from Hanoi to Ho Chi Minh City, passing through 20 provinces and cities with a design speed of 350 km/h. The total preliminary investment is about 67.3 billion USD, with implementation time from 2025 - 2035.
