This canal is one of the hot spots for environmental pollution. In 2007, the Ho Chi Minh City People's Committee approved a renovation project with a total investment of 307 billion VND. Two years later, the project added a biological lake, a pollution treatment pumping station, etc., so the total cost was raised to 744 billion VND. This project was invested by the Ho Chi Minh City Flood Control Program Management Center, now merged into the Urban Infrastructure Construction Investment Project Management Board.
Ba Bo Canal renovation project identified as having many violations
The Ho Chi Minh City Inspectorate determined that during the project implementation, the investor and consulting units committed violations in many stages from the preparation, appraisal and approval of estimates, project adjustments, basic design drawings, bidding, contractor selection, acceptance, and payment. These violations led to the project being prolonged, affecting the urgency and effectiveness of the project, causing waste and failing to achieve the goals of wastewater pollution treatment and environmental improvement set out from the beginning.
Regarding specific violations, the investor submitted a project adjustment dossier but did not correctly assess the actual level of pollution of the canal water, ignored the opinions of the Department of Transport, leading to inappropriate design application, and wastewater treatment technology that did not meet the set goals. Therefore, the wastewater treatment plant still could not operate, causing waste and socio-economic inefficiency. Meanwhile, the biological lake also did not play a role in treating water pollution, there was no system to block trash, collect trash, mud, and collect trash from the source of Binh Duong.
Ho Chi Minh City Inspectorate also pointed out errors in approving construction drawing designs and estimates for 7 bid packages, violations in applying standard codes, material unit prices, transportation distances, volumes... increasing the estimated value by more than 11.3 billion VND.
In addition, the Ho Chi Minh City Inspectorate also pointed out a series of violations by consulting units. Specifically, the Hanoi Design and Construction Joint Stock Company branch made mistakes in consulting on project adjustment and design documents, and incorrectly assessed the actual level of pollution in Ba Bo Canal. This consulting unit must share responsibility with the investor for the consequences of the current ineffective wastewater treatment system.
In response to the above violations, the leaders of the Ho Chi Minh City People's Committee requested to organize a review and handle responsibilities according to their authority for organizations and individuals with shortcomings and violations as mentioned above. In addition, the investor must hire a consulting unit to develop a remedial plan, consult with specialized agencies to put the project into operation according to approved goals, and pay attention to the shortcomings of the wastewater treatment system. In case the damage cannot be remedied, the case will be transferred to the investigation agency for handling and clarification according to regulations. The investor is also responsible for promptly recovering nearly 750 million VND to the budget for illegal expenditures on basic construction in packages 2, 6 and mine clearance.
