
Three years ago, voters in Thanh Hoa province proposed abolishing the university admission method based on academic transcripts because it easily led to corruption involving grade manipulation and inflated grades. At the time, Minister of Education and Training Nguyen Kim Son stated that this method could not be abolished immediately as it was in accordance with the Education Law. However, the Minister emphasized that regardless of whether this method is abolished or not, educational institutions must be objective and fair in evaluating students' abilities and qualifications, specifically their grades. The Minister stressed that the pursuit of academic achievement should not lead to the distortion of students' learning outcomes.
However, over time, many school report cards have continued to improve in various ways.
Having a good academic record almost guarantees a place at university. However, a good record doesn't necessarily mean a student's actual academic ability is commensurate with their grades. Many students, after striving for a good record, neglect their studies, even adopting the mindset that they only need to pass the graduation exam with a passing grade. This significantly impacts academic competition and university admissions.
Those school transcripts, which are considered "unethical," need to be subject to post-audit.
In the draft of the new university admissions regulations from 2026, the Ministry of Education and Training has set stricter conditions for this admissions method, requiring candidates applying with high school transcripts to have a minimum score of 16/30 on the high school graduation exam. This score is calculated based on the total score of the three subjects used for transcript evaluation, or a combination of Mathematics, Literature, and one other subject. While this proposal is shocking, especially to students who have worked hard to produce a good transcript, it has received considerable support from parents and students, who see it as a measure to create greater fairness and equality in the university admissions process.
The requirement of 16 points means it's higher than the current admission score at some universities. If this regulation is implemented, many impressive transcripts will become useless if the owner's graduation exam results don't meet the threshold. Many have likened this regulation to a tool for post-examination verification of impressive transcripts.
Shocking, but necessary, this measure helps restore the true value of university admissions based on academic transcripts, and the uproar and controversy are gradually subsiding.
