Comrade Nguyen Son Hai, Vice Chairman of the People's Council of Nam Dinh city, said: With the goal of improving the quality of the activities of the elected body, immediately after merging two units including the City People's Council (old) and the People's Council of My Loc district, the City People's Council quickly consolidated and stabilized the organization; at the same time, resolutely implemented solutions to improve the quality of meetings; innovated voter contact work; strengthened supervision activities on the implementation of the People's Council's resolutions; promoted coordination between the People's Council, the People's Committee, the Vietnam Fatherland Front Committee and relevant agencies... Thanks to that, the quality and effectiveness of the City People's Council's activities have been increasingly improved.

The highlight of the activities of the Nam Dinh City People's Council is the innovation and improvement of the quality of meetings in a practical direction, promoting democracy and intelligence of delegates in deciding important issues of the city. In the process of preparing for the regular meeting at the end of 2024, the Standing Committee of the People's Council and the Committees of the City People's Council coordinated with the leaders of the People's Committee and the City Fatherland Front Committee to organize a joint conference to unify the content, program, and time of the meeting so that relevant agencies can prepare reports and submissions at the meeting. Assigning the People's Council Committees based on their functions and tasks to work with agencies and units to research and examine the reports submitted at the meeting. The reports were examined by the Committees of the People's Council in accordance with the correct order and procedures; the People's Council considered and discussed seriously, democratically, frankly, and made correct comments and assessments. Thanks to the good preparation and management of the scientific, flexible and democratic session, the intelligence of the delegates was promoted and the contents of the session's agenda were completed. In addition to regular sessions, the City People's Council flexibly and promptly organized many sessions to resolve unexpected issues, improving the decision-making capacity of the City People's Council. At the same time, it responded to the spirit of urgency and timeliness, demonstrating its support for the City People's Committee in directing and implementing newly issued regulations from higher levels and issues related to the city's socio -economic development.

In addition, the City People's Council has strengthened its supervisory activities, especially the supervision of the settlement of voters' petitions. Specifically, the City People's Council has promoted the role of the Standing Committee, delegations and City People's Council delegates in improving the quality of synthesizing voters' petitions and reflections; monitoring and urging the settlement of voters' petitions by agencies and units. Well implementing the supervision of the results of settling voters' opinions at the regular session at the end of 2024. In particular, before each session of the City People's Council, the Standing Committee of the City People's Council organizes working sessions to listen to the leaders of the City People's Committee and heads of agencies and sectors report on the progress and results of settling voters' petitions. Develop a report on the supervision of the settlement of voters' petitions, focusing on assessing the results achieved and the shortcomings and limitations; clearly defining the responsibilities of each agency and unit in settling voters' petitions; At the same time, it recommended that agencies, units, and individuals continue to resolve... Thereby, voters' recommendations have been resolved by all levels and sectors, basically meeting voters' thoughts and aspirations.

For example, in response to the city's voters' recommendations on strengthening the management and use of sidewalks and roads in the area, the Nam Dinh City People's Committee has issued 8 documents directing the strengthening of ensuring traffic order and safety and urban order; organizing the implementation of the work of restoring order to streets and sidewalks, focusing on promoting propaganda work, signing commitments with business households and roadside households, and organizing inspection teams to handle violations of traffic order and safety and urban order; directing the review of static traffic planning, market planning to attract investment, and socialization of parking lots in the city. Consulting on organizing traffic, lane division, and parking on some routes. Strictly implementing the decision to ban trucks and fixed-route buses; Direct the Urban Management Department to urge and coordinate with relevant units to handle overlapping power cables, telecommunication cables, etc., trim trees that obscure signs and obstruct visibility to ensure lighting visibility and urban traffic safety; review and implement urban beautification, handle potential traffic points and traffic problems in the city... Thanks to that, ensuring traffic order, safety, and urban order in the city is increasingly becoming more orderly.

Or the petition of voters of My Loc and My Thuan communes requesting the city to direct Dai Phong Joint Stock Company to urgently complete the drainage system to ensure drainage for industrial parks (IPs) and people during the rainy and stormy season. Receiving the petition of voters, the City People's Committee directed Dai Phong Joint Stock Company to complete the drainage system to serve production and people's lives in the localities. As a result, Dai Phong Joint Stock Company cleared and dredged the drainage channel from Thien Truong Avenue to the meter column area (Dong Nhue). This drainage channel is located at the boundary between the IP and the land of households to drain water for 50 hectares of natural land of 3 villages (Trung hamlet); Construction of the drainage system of Dong Nhue village, the canal system bordering the industrial park and the land of households flowing into Tien Huong river, the irrigation canal system for the interspersed areas of Dinh hamlet, Ben hamlet... Currently, the drainage of the entire natural land area of Kha Luc village including 3 hamlets: Trung hamlet, Dinh hamlet, Ben hamlet and a part of the land area in the north of National Highway 21B is drained into the 3-2 river leading to the drainage ditch that has been dug along the boundary of the industrial park, draining through the Ben hamlet pumping station canal to the T5-10 stream. The above drainage treatment instead of the plan to renew the underground sewer system from the foot of Dinh hamlet bridge connecting TH17 stream to Dam river flowing into T5-10 stream is difficult to implement because the land for the construction of the underground sewer from the foot of Dinh hamlet bridge to Dam river lies on the road safety corridor of National Highway 21B. Dai Phong Infrastructure Construction Joint Stock Company will dredge the canal section from My Thuan Industrial Park to Ben Hamlet pumping station and upgrade 2 sewer sections at Ben Hamlet pumping station to ensure drainage... The canal drainage system surrounding the Industrial Park has been dredged and cleared to connect to Tien Huong River.

With the implementation of synchronous solutions, the quality and efficiency of the Nam Dinh City People's Council's operations have been increasingly improved. From September 2024 to present, the Nam Dinh City People's Council has held 9 meetings (3 regular meetings, 6 meetings to resolve urgent matters); received nearly 150 opinions and recommendations from voters; the Standing Committee of the People's Council has organized 4 thematic supervision meetings; issued 57 resolutions, including 34 resolutions serving the goals and tasks of socio-economic development. The above results have significantly contributed to the successful implementation of the socio-economic development tasks, building Nam Dinh city increasingly modern and civilized.
