On the morning of November 27, at the headquarters of the Ministry of Science and Technology , the opening ceremony of the Real-time Online Management System for Science and Technology Tasks took place, marking an important step forward in the management of science and technology in Vietnam. On the same day, the Ministry signed contracts to assign tasks to 309 basic and applied research topics under the research support fund.
Attending the ceremony were leaders of the Ministry: Mr. Nguyen Manh Hung - Minister, along with Permanent Deputy Minister Vu Hai Quan, and representative of the National Assembly's Committee on Science , Technology and Environment - Mr. Nguyen Phuong Tuan.

The system is designed to shorten the time for reviewing topics, improve the quality of appraisal, limit errors and risks, and help more clearly assess the contribution of each task. This is also the basis for forming a "professional science and technology task market", where implementing organizations can be more transparent about their rights and responsibilities.
According to the Ministry's leaders, under the new mechanism, research groups that complete their tasks and commercialize their results will enjoy at least 30% of the benefits from commercialization. This encourages initiative, creativity and creates strong motivation for individuals and organizations participating in research.
In addition, the new hierarchical structure of the S&T task system is designed to clearly distinguish between types of tasks: basic research, applied research, and technology development. The allocation of implementing entities (institutes - schools, enterprises, research organizations) is carried out flexibly, in accordance with the nature of the tasks, creating favorable conditions for the participation of enterprises in technology development.
One highly appreciated content is that the system was built and developed entirely by a domestic team, "with features equivalent to those of developed countries" according to the Minister.
Regarding the research support fund, Mr. Dao Ngoc Chien - Director of NAFOSTED Fund - said that the fund will continue to improve the system in an open, standardized direction and be ready to connect data with other ministries, branches and localities according to the Law on Science, Technology and Innovation 2025.
This is considered a strategic step to support the development of a more systematic, transparent and effective science and technology ecosystem. According to the Ministry of Science and Technology, the digitalization of research management processes not only helps improve internal processes but also makes an important contribution to building a digital government, promoting innovation and enhancing national research capacity.
The launch of the system marks a transition from traditional management to a modern management model, data - transparency - evidence - responsibility. For scientists, the system is not only a tool - but also an opportunity for research activities to be evaluated more fairly and clearly; for society, this is a testament to the determination to build a creative and technological environment from within Vietnam.
