(Baohatinh.vn) - With domestic revenue in the first 4 months of 2025 reaching 4,100 billion VND (equal to 47% of the assigned estimate, up 24% over the same period), Ha Tinh is aiming to exceed the annual plan.

By the end of April 2025, Ha Tinh "closed the books" on domestic budget revenue reaching 4,100 billion VND, equal to 47% of the assigned estimate (the estimate assigned by the Provincial People's Council was 8,800 billion VND - PV) and increased by 24% over the same period last year. In the context of both reorganizing the apparatus according to Resolution No. 18/NQ-TW of the Central Committee and responding to difficulties and challenges caused by the world trade war, Ha Tinh's budget revenue in the first 4 months of the year exceeded expectations.

According to tax, revenue from foreign-invested enterprises increased 6 times compared to the same period in 2024 thanks to the VAT arrears of Formosa Ha Tinh Steel Corporation. In addition, some taxes increased compared to the same period in 2024 such as: Non-state economic sector, personal income tax, registration fee, land rent, land use fee... By locality, some localities increased revenue compared to the same period in 2024 such as: Hong Linh Town, Ky Anh Town, Vu Quang, Huong Khe, Thach Ha.

Mr. Ha Huy Hai - Head of the Department of Professional Affairs, Budgeting and Legal Affairs, Tax Department of Region XI said: “The budget collection results in the first 4 months of the year create a favorable premise for the industry to carry out tasks in the following months. However, tax management in the first months of the year still has many limitations such as: uneven revenue structure; some revenue items account for a high proportion but the results are lower than the estimate; coordination between tax authorities and departments, branches and localities in some areas is not really effective... After reviewing and identifying difficulties and challenges, the whole industry held a meeting to synchronously deploy solutions to strengthen budget collection management”.

Implementing the direction of the Tax Department of Region XI, at this time, tax teams in Ha Tinh are focusing on reviewing and putting all business households under full management to avoid tax losses. Tax teams have also distributed declarations and provided guidance on tax declaration and payment for individual businesses and private construction works; completed tax management on the electronic tax platform, including popularizing the eTax Mobile application so that taxpayers can look up information on tax registration status, tax obligations and pay taxes electronically.

Mr. Le Hong Liem - Head of the Ha Tinh - Cam Xuyen Inter-District Tax Team shared: "Recently, we have trained digital transformation teams in Thach Binh commune, Ha Tinh city to deploy non-agricultural land use tax collection via the eTax Mobile electronic application. This electronic tax payment method not only provides the best utilities for taxpayers but also helps the industry to strengthen strict management of non-agricultural land use tax collection, gradually eliminating the previous manual collection by receipts".

The tax sector has focused on reviewing out-of-province enterprises constructing the North-South Expressway through the area to put them under tax management.

According to the 2025 budget, the entire province was assigned a land use fee collection estimate of VND 2,000 billion. However, in the first 4 months of the year, the progress of land use fee collection only reached more than 30% of the assigned estimate. Therefore, the Tax Department of Region XI has advised the People's Committee of Ha Tinh province to strengthen direction and management to increase land use fee collection.

In addition, to avoid revenue loss from out-of-province enterprises performing construction in the area, the Tax Department of Region XI also synchronously deploys tax management solutions and strengthens coordination with relevant agencies to strictly manage this source of revenue. In particular, the unit focuses on grasping the number of projects and total revenue in the areas; reviewing and requesting out-of-province enterprises performing construction in the area to declare and pay taxes to the budget.

Identifying tax loss prevention as a top priority, the department has been implementing tax loss prevention in key areas and topics. Accordingly, the industry will focus on areas with high tax risks such as: trade, production, construction, gold and silver, real estate, minerals, transportation, hotels, restaurants, tourist attractions, entertainment areas, historical sites, golf course business, etc.

Along with the work of preventing tax losses, the unit will also strengthen solutions to support businesses, create favorable conditions for taxpayers to nurture revenue sources, contributing to increasing sustainable budget revenue for the locality.
