Latest images of Bach Mai Hospital, Viet Duc branch 2 just had its files transferred to the Ministry of Public Security for investigation
TPO - The image of two large hospitals that the State invested tens of thousands of billions of dong in but have been abandoned for the past 10 years has caused grief in the entire political system and society. This is a typical example of waste in public investment. The Government Inspectorate has just transferred the case files showing signs of law violations in these two projects to the Ministry of Public Security for review, investigation and handling according to the law.

The project to build the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly city, Ha Nam province, started construction at the end of 2014 and was expected to be completed in 2017. However, after more than 10 years, both hospitals have not yet been completed.
Bach Mai Hospital Facility 2 has a scale of 1,000 beds, an area of over 118,940 m2 of floor space. Total investment is 4,990 billion VND, state budget capital is 4,500 billion VND and other sources.
Bach Mai Hospital's second facility is located in a very convenient traffic location, close to Phap Van - Cau Gie Expressway and National Highway 21B connecting Ha Nam - Nam Dinh .
In October 2018, the hospital inaugurated a multidisciplinary clinic, but it was not until March 2019 that the clinic officially began to receive patients. After one year of operation, Bach Mai Hospital, Branch 2, announced that it would temporarily stop receiving patients.
During the COVID-19 outbreak, Bach Mai Hospital 2 temporarily changed its function to a field hospital, treating COVID-19 patients in Ha Nam and neighboring provinces. After the epidemic subsided, the hospital returned to a "closed door" state.
Bach Mai Hospital's second facility project has a scale of 1,000 inpatient beds and serves about 5,000 visits per day, built with 1 basement and 6 floors above ground. When completed, this will be a complete modern general hospital to treat serious and specialized diseases.
Bach Mai Hospital 2 is spacious and majestic but silent like an abandoned project, making many people feel sorry.
Also in Ha Nam, Viet Duc Hospital 2 started construction at the end of 2014 with a scale of 1,000 beds, a total floor area of more than 117,700 m2. The total investment is nearly 4,970 billion VND, with the State budget capital of 4,500 billion VND and other sources.
The examination area of Viet Duc Hospital was inaugurated on October 21, 2018, but has never received any patients for examination and treatment.
Most of the hospital's land area is being encroached by weeds, the process of desertification is taking place rapidly.
At the recent announcement of the inspection results, Mr. Nguyen Van Cuong - Deputy Inspector General of the Government (TTCP) - said that the image of two large, towering hospitals, which the State invested tens of thousands of billions of VND in but were left abandoned and overgrown with weeds because they could not be used for the past 10 years, was a heartbreaking image for the entire political system and society, and this was a typical example of waste in public investment.
Clarifying the value of waste is a very new requirement in the inspection of current basic construction investment projects, but it is an urgent requirement of society in the new situation, aiming to break down barriers to socio-economic development.
In addition, the Government Inspectorate also recommended many contents related to the Ministry of Health, the Ministry of Construction, and the Ministry of Finance. Notably, the Government Inspectorate recommended the Prime Minister to direct the Minister of Health to organize a review of responsibilities and take strict disciplinary measures according to the law for the ministers and deputy ministers assigned to be in charge of the two projects in each period related to the violations and wrongdoings mentioned in the inspection conclusion and report to the Prime Minister.
Faced with the above violations, the Government Inspectorate has decided to transfer the case file showing signs of crime to the Ministry of Public Security to conduct an investigation and clarify the responsibilities of related individuals and organizations.
