Support commune level to resolve land records

Although many solutions have been implemented such as putting 100% of administrative procedures into the electronic environment, sending provincial officials to strengthen and provide professional training..., the handling of records, especially in the field of land, in localities still has some problems.

This reality needs to be overcome soon to ensure that administrative procedures are carried out smoothly and seamlessly, better serving people and businesses.

Many problems from the grassroots

At the conference organized by the Department of Agriculture and Environment on October 23, many localities reflected on practical obstacles in the process of resolving administrative procedures in the fields of land and environment.

In Dong Tam commune, from July 1, 2025 to now, thanks to the synchronous implementation of solutions such as assigning people to support people; arranging staff to monitor, urge, and remind relevant departments; cutting unnecessary intermediaries, the settlement of basic administrative procedures has been smooth. However, the commune still faces difficulties.

According to Vice Chairman of Dong Tam Commune People's Committee Nguyen Chi Thuong, DongNai.Lis software still has many shortcomings, commune officials cannot fully operate the steps on this application but have to do paper and electronic records in parallel. On the software, some functions such as creating reports and appraisal forms have not been integrated; the right to complete the cadastral database has not been granted. Therefore, the Commune People's Committee requested the Department of Agriculture and Environment to coordinate with the software management unit to check and adjust to unify electronic processes, reducing manual processing.

In Minh Hung ward, there is a situation of overload and delay in processing electronic records. According to Chairman of the Ward People's Committee Le Khac Dong, the number of records arising is large, and civil servants are new to the work, so they have to do both paper records and on the system. Public service software often has errors, and the process is easily confused or interrupted. In addition, the system has not separated the time for people to fulfill financial obligations, leading to late reporting, putting pressure on officials. The ward proposed to review and adjust electronic processes, supplement interconnecting procedures such as: changing the purpose combined with plot separation, issuing and exchanging certificates... to reduce delays and improve service efficiency.

In Tho Son commune, there are problems in resolving people's needs to change land use purposes. According to Vice Chairman of the Commune People's Committee Nguyen Ngoc Huyen, many land plots of people are located in the mineral exploitation planning area, so it is impossible to carry out procedures. The commune proposed that the province propose the Central Government to re-demarcate the area with investment policy (about 2.2 thousand hectares) and remove the remaining area of ​​more than 18.7 thousand hectares from the planning to resolve people's needs, effectively exploit land funds, increase revenue and develop infrastructure.

In Xuan Dinh commune, the main difficulties are human resources and technical equipment. According to Vice Chairman of the Commune People's Committee Tran Quynh Tram, specialized staff have not been trained in surveying, the commune does not have measuring equipment such as RTK machines, so it is impossible to determine boundaries in the field, forcing it to hire a measuring unit, which is costly and slow. The commune proposed that the Provincial Land Registration Office - Xuan Loc branch take on the task of determining boundaries during the process of changing land use purposes to synchronize the process and save time.

From July 1 to October 21, 2025, 95 communes and wards received more than 11,000 records in the fields of land and environment. As a result, 34% of the records have been resolved, of which 16% are overdue; about 66% of the records are being processed, of which 3% are overdue.

Continue to accompany the facility

Currently, administrative procedures in the land sector account for 60-70% of the total number of records received and processed by commune levels. Therefore, if problems arise, they will directly affect the overall results of the locality, and at the same time affect the interests of the people and businesses.

Deputy Director of the Department of Agriculture and Environment Dang Minh Duc said: To ensure smooth operation between the two levels of government, the department has advised the Provincial People's Committee to issue a decision on the list of administrative procedures, approve electronic procedures and internal administrative procedures. Up to now, 54/54 administrative procedures under the authority of the commune level have been deployed with online public services, reaching a rate of 100%.

In order to support the grassroots in the initial phase, the department has twice sent nearly 300 officers and civil servants directly to 95 communes and wards to guide the reception and processing of documents and organize professional training for one-stop-shop staff. At the same time, the department requires localities to periodically report on the reception and processing of documents to promptly grasp and remove difficulties.

The department's leaders directly surveyed and worked in many localities in the North of the province... Thereby, it was noted that the team of commune-level officials in the fields of agriculture and environment is still lacking and weak in expertise. Most civil servants do not have experience in handling complicated documents such as land allocation, land lease, land use purpose change or certificate issuance, leading to confusion in implementation.

Technically, the department has granted more than 2,000 accounts to use DongNai.Lis software to communes, wards and land registration office branches, and organized many training courses on system operation.

Through direct comments and reports sent to the Department of Agriculture and Environment by localities, it is shown that 83/95 wards and communes still have problems in receiving and processing land records. In addition to the above-mentioned reasons, there are also software errors and unsynchronized data. Some communes with a large number of ethnic minorities, the elderly, and remote areas are not familiar with submitting records and making online payments, so officials have to provide manual instructions, which takes a lot of time. Some administrative procedures are regulated by "days" instead of "working days", causing records falling on holidays to be considered late. Records waiting for people to pay financial obligations, even though they have clicked "pause", the system still automatically calculates the processing time, causing statistical data errors.

“We have directed specialized departments to review and respond to each specific case or compile reports and make recommendations to competent authorities for answers and guidance. The goal is to ensure that the settlement of land and environmental records at the commune level is carried out smoothly, better serving the people and businesses,” said Dang Minh Duc, Deputy Director of the Department of Agriculture and Environment.
