Support for preschool care and education in industrial parks for the period 2023-2026

On August 1, in Hanoi, the Ministry of Education and Training coordinated with OneSky Vietnam to organize a consultation workshop on the Project to Support Preschool Care and Education in Industrial Parks, phase 2023-2026.

The project to support the care andeducation of preschool children in industrial parks for the period 2023-2026 is supported by OneSky Vietnam with the goal of improving the quality of care and education of preschool-age children in private independent preschools, including children of workers in industrial parks.

During the project implementation period from October 2023 to June 2026, 5 localities participating in the project: Binh Duong, Dong Nai, Long An, Bac Giang and Bac Ninh will be trained with core lecturers of their localities. Training to improve professional capacity for lecturers and childcare workers at private independent preschools.

The project also creates a forum for managers, teachers, and caregivers to exchange professional experiences with preschool education experts online. Participating in the project, localities will be able to build pilot models on the quality of nurturing, caring for, and educating children at private independent preschools in areas with industrial parks. At the same time, the quality of the interdisciplinary team in inspecting and supervising the activities of private independent preschools in localities will be improved.

Speaking at the workshop, Deputy Minister of Education and Training Ngo Thi Minh said that over the past 10 years, industrial parks and export processing zones have been established in most provinces and cities across the country. This has led to an increase in the mechanical population, leading to an essential need for education, especially the need for preschool education for workers in industrial parks and export processing zones.

In reality, the public preschool education system is not enough to meet the demand for childcare, so non-public preschool education facilities have been developed to mobilize preschool children to attend classes, reduce the burden on the public preschool education system, and meet the childcare needs of workers' families. However, the quality of childcare and education at independent and private preschool education facilities in industrial zones still has certain limitations.

To solve the problems of the private independent preschool education system in industrial zones and meet the childcare needs of workers, recently, the Government, the Prime Minister and ministries, departments and branches have issued many documents and policies, gradually removing difficulties for preschool education in industrial zones. In addition, international organizations have also had many activities to support preschool education in industrial zones.

Deputy Minister Ngo Thi Minh highly appreciated OneSky Organization for its practical activities to support children of workers in Vietnam. This includes coordinating with the Ministry of Education and Training to develop a document on the implementation of the Preschool Education Program for private independent preschools and implementing the Project to support the care and education of preschool children in industrial parks in Da Nang, Quang Nam, Quang Ngai, Hai Duong, phase 1 from 2018-2022. The project has brought about extremely positive results for children and private independent preschools in this area.

To effectively implement phase 2 of the project, Deputy Minister Ngo Thi Minh asked localities that participated in phase 1 to share their experiences and coordinate in implementing the project. Proposing core contents that need to be focused on for the project to be truly effective is to improve the quality of care and education for preschool children in industrial parks.

Project activities need to be detailed and clear, from the goals and targets to the project activities. At the same time, it is necessary to decentralize management from the Ministry level to the grassroots level to ensure the effectiveness of the project./.
