Leaving her job at the hospital, Ms. Pham Thi Thanh Hue (from Tu Ky commune) decided to start her own business with specialized herbal products for women. Over five years, through many ups and downs, her products have gradually conquered the market due to their safety and high effectiveness. She is currently the Director of Thanh Hue Perfect Health Co., Ltd., and also the Chairwoman of the Board of Directors of Green EU International Pharmaceutical Joint Stock Company, providing employment for 15 direct employees and hundreds of indirect employees with stable incomes, 70% of whom are women.
Ms. Hue expressed that her entrepreneurial journey has always been accompanied by the Ho Chi Minh City Women's Union. Through the Government's "Support for Women's Entrepreneurship Project 2017-2025" (Project 939), she has been given the opportunity to participate in many in-depth training programs on management, finance, especially skills in applying digital technology and connecting with markets. The Union also helps businesses have opportunities to showcase products, promote trade at the city and regional levels; visit model businesses, and learn from the experiences of other female entrepreneurs.
In Le Chan ward, the Women's Union established a Women Entrepreneurs Club to connect, share experiences, and support members in starting businesses, registering trademarks, accessing markets, and promoting trade. From 2017 to 2025, the union organized over 50 training courses on business management, financial skills, and digital marketing, helping thousands of women gain knowledge and confidence in developing their economic models.
According to Nguyen Thi Minh Hong, Chairwoman of the Women's Union of the ward, the Union, in coordination with the Social Policy Bank and other credit institutions, manages a capital fund of 125 billion VND, along with 11.2 billion VND from the City's Women's Development Support Fund, providing loans to approximately 2,000 households. With this capital, hundreds of women have expanded their production and business activities. Many exemplary models, such as the production of dried rice crackers, coconut coffee businesses, and ornamental plant and flower cultivation, have helped members earn a decent income.
Following the same effective approach, in the Cat Hai Special Economic Zone, many economic models run by women have emerged and developed under Project 939, such as Cat Hai fish sauce production, beekeeping, medicinal plant cultivation, natural cosmetics production, and community tourism businesses. According to Tong Thi Thuong, President of the Women's Union of the Cat Hai Special Economic Zone, the union has supported 35 members in starting businesses, provided loans totaling 187 billion VND to 2,200 members; organized many vocational training classes and job placements for over 2,500 members, and helped 8 female household heads escape poverty.
Ms. Nguyen Thi Van Anh, Director of Song Hai Seafood Co., Ltd. (Cat Hai), said that thanks to Project 939, her company has been able to showcase and connect with consumers at many fairs, festivals, and women's entrepreneurship competitions. The association has also strengthened its communication and product promotion activities on digital platforms, contributing to boosting sales, expanding markets, and supporting members' economic development.
A new direction

Since the implementation of Project 939, the City Women's Union has identified communication as a key and continuous focus. Over 605,000 members have received training and awareness-raising sessions on entrepreneurship, employment, and economic development. 100% of full-time union officials at all levels have been trained in methods to support women's entrepreneurship, contributing to the formation of a core team in advising and guiding members to realize their business ideas.
Over the past 8 years, Project 939 has supported the establishment of 130 new cooperatives and cooperative groups, and helped more than 4,000 women start businesses and start businesses, exceeding the set plan by 114%, including many women from poor households, those with disabilities, and those in difficult circumstances. The City Women's Union is managing nearly 6,300 billion VND in credit for 100,000 households to borrow to develop their family economy.
Alongside providing financial support, the association focuses on digital transformation training, with over 2,500 officials and members receiving training in e-commerce; 250 female entrepreneurs being guided in registering intellectual property, building brands, and promoting products online. The annual Women's Entrepreneurship Day receives thousands of ideas, of which over 1,000 projects are completed, 138 ideas win city-level awards, and 10 projects reach the national finals.
With impressive results in the implementation of Project 939 in Hai Phong and nationwide, the Prime Minister has just approved the Project "Supporting Women's Entrepreneurship in the period 2026 - 2035" (Decision 2415). According to the Chairwoman of the Hai Phong City Women's Union, Pham Thi Thu Hien, in the coming time, the Women's Union at all levels will continue to inspire the aspiration for entrepreneurship and legitimate wealth creation, develop an innovative startup ecosystem, and support women in participating in green business models and digital transformation.
