Perfecting institutions for rapid and sustainable development in the new period

Accordingly, the draft Political Report clearly identified the need to continue to build and comprehensively and synchronously perfect the institution for rapid and sustainable development of the country, in which the perfection of the political institution is the key, the economic institution is the focus, and other institutions are very important. Many cadres and party members expressed their approval and recommended emphasizing and elevating the content of institution building in the draft Document to ensure that it is commensurate with the role of this work in the new development stage of the country.

Dr. Nguyen Van Cuong, Director of the Institute of Strategy and Legal Science, Ministry of Justice, proposed to add to the draft Political Report submitted to the Congress the following content: "The building and perfecting of the Vietnamese socialist rule-of-law State of the people, by the people and for the people, led by the Communist Party of Vietnam , is being increasingly implemented resolutely, comprehensively and synchronously. The State apparatus is being streamlined, effective and efficient; the administration is being reformed in a professional and modern direction. The thinking on law-making is being innovated; the legal system continues to be synchronously perfected; the work of organizing law enforcement has made much progress."

Mr. Cuong said that the above content highlights the Party's leadership role in innovating legal thinking; at the same time, it acknowledges the substantial progress in perfecting institutions and administrative reforms, in line with the spirit of building a rule-of-law state of the people, by the people and for the people.

Commenting on the content of institutional development and improvement in the draft documents, Prof. Dr. Phan Trung Ly, former Chairman of the National Assembly's Law Committee, suggested adding more assessment and proposed solutions for improvement. "The documents need to assess the role and point out current institutional bottlenecks in order to identify solutions for improvement," Mr. Ly stated his opinion.

In addition, Prof. Dr. Phan Trung Ly also recommended that the Document should emphasize the content of continuing to perfect the Socialist Republic of Vietnam's rule of law in the direction of creating development, modern rule of law, integrity, effectiveness, efficiency, serving the people and promoting innovation; promoting digital transformation in national governance, controlling power with digital institutions, enhancing accountability, publicity and transparency in public service activities, ensuring that all power is strictly controlled by the Constitution and laws, for the goal of rapid, sustainable, self-reliant and happy development of the people in the new era.

Agreeing with the above opinion, Dr. Ngo Van Nhan, Hanoi Law University, proposed to add to the draft document a number of contents reflecting the guiding spirit of Resolution 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period; adding the goal of increasing the international competitiveness of the Vietnamese legal system.

At the same time, it is necessary to clarify the content of the institution for rapid and sustainable development of the country; the relationship between institutions, especially the leadership role of political institutions towards other institutions. Along with that, it is necessary to approach the development institution in a broad sense, including not only laws, mechanisms, policies but also the apparatus, people, operating mechanisms of implementation mechanisms, inspection and supervision institutions of sanctions...
