Smooth and stable operations after merger

Xim Vang commune was established on the basis of merging the entire natural area and population of Xim Vang and Hang Chu communes. After the arrangement, Xim Vang commune has a natural area of 232.3 km² and a population of 7,596 people. After the merger, Xim Vang seems to have put on a new coat, larger, more hopeful, carrying with it historical values, cultural identity and aspirations of the highland people sent to the new government apparatus.

The first meeting of the People's Council of Xim Vang commune took place in a serious and democratic atmosphere. Delegates discussed and approved many important contents related to key personnel, action programs, and development orientation of the commune. The raised hands clearly demonstrated the sense of responsibility and belief in a new, streamlined, effective government apparatus that always puts the interests of the people at the center.

Mr. Ha Huy Hoang, Secretary of the Xim Vang Commune Party Committee, said: After the merger, we determined the key task to be stabilizing the organizational structure, assigning tasks clearly to people and jobs. Cadres were arranged in accordance with their abilities and strengths, streamlined but not reducing work efficiency. Thanks to careful preparation, the administration and direction of the government were not interrupted. Attention was paid to the work of receiving people and handling administrative procedures.

For highland communes, which used to be "blank areas" for online public services, applications can now be submitted right at the commune headquarters, with data transferred to the Central Government in just a few seconds. This is a clear demonstration that digitalization is approaching the grassroots level, truly serving the people instead of just being a slogan. The Xim Vang Commune Public Administration Service Center has 5 staff members to serve the people and businesses.

Mr. Mua A Thong, an officer in charge of civil status justice, said: We have prepared our minds early, ready to enter a new phase of operation, aiming to build a friendly local government, serving the people wholeheartedly and responsibly. In the new conditions of mechanism, people and facilities are still difficult, but the determination to maintain the spirit, share, listen and connect, this is the key factor to help the commune apparatus operate better.

Many people who came to do household registration papers, certifications... were all given enthusiastic instructions, and the procedures were handled quickly. Vu Thi Ghenh and her husband, Nam Long village, Xim Vang commune, shared: Today, I went to the commune to do a birth certificate for my child, and the staff gave me specific instructions on each document and procedure. I also did not have to go to many different departments because there was a Public Administration Service Center, all procedures were done at one door, with specialized staff, so it was done faster and clearer.

After 4 days of operation, Xim Vang Commune Administrative Service Center has received nearly 30 files; 100% of files were processed before and on time. Not only stable and effective in the activities of the Party Committee and government, local people after the merger have adapted to the new life.

Mr. Mua A Lau, Xim Vang village, Xim Vang commune, excitedly said: Up to now, we have clearly understood the policy, clearly understood the meaning of the administrative unit arrangement and completely trusted the leadership of the Party and the government in making the commune develop more and more. Before coming here to ask for confirmation from the locality to work in the industrial park, I was worried that there would be disruption when implementing the new model, but when I arrived, I saw that the procedures were resolved faster and more conveniently than before.

To improve the effectiveness and efficiency in performing tasks, Xim Vang commune continues to promote the leadership capacity and fighting strength of grassroots party organizations, the management and administration of the government, the participation of the Vietnam Fatherland Front and socio- political organizations, contributing to improving people's lives, maintaining political security and social order and safety.
