“Nothing is small if done with a big heart” - that simple saying seems to have become the “compass” for every cadre and party member of the Dong Hy District Social Policy Bank Transaction Office Party Cell in studying and following Ho Chi Minh’s ideology, morality and style. The Party Cell of the Transaction Office of the Social Policy Bank (SPB) in Dong Hy District currently has 15 cadres and party members. Implementing Directive No. 05-CT/TW of the Politburo , the Party Cell has specified the study and follow of Uncle Ho with practical actions, associated with professional tasks. 100% of cadres, party members and workers have written a commitment to study and follow Uncle Ho with concise and easy-to-implement content - becoming an important basis for evaluating and classifying party members at the end of the year.

With the motto "Learn to do better", the learning topics implemented by the Party Cell are always closely linked to key tasks such as: Administrative procedure reform, practicing thrift, preventing corruption, improving service quality... The following is clearly demonstrated in each task: From implementing 14 policy credit programs to organizing mobile transactions at the commune level, mobilizing savings from residents, payment - treasury... All are aimed at the goal: best serving the poor and policy beneficiaries, in line with the spirit of "understanding people's hearts, serving wholeheartedly".

That spirit of service does not stop at words but spreads through concrete, practical actions. Ms. Pham Thi Duyen, in Lien Phuong hamlet, Van Lang commune, one of the particularly difficult mountainous communes of Dong Hy district, shared: "Although there is a regular transaction point right in the commune, every month I travel more than 20km directly to the Transaction Office to deposit savings. I trust the staff of the Social Policy Bank because of their enthusiasm, thoughtfulness and work ethic."

From the credit capital of the Social Policy Bank of Dong Hy district, local people have more resources to invest in developing tea production.

In Party building work, the Dong Hy District Social Policy Bank Party Cell especially attaches importance to self-criticism and criticism, training in public ethics, promoting democracy and personal responsibility. The working style close to the people is clearly demonstrated through the timely resolution of problems at commune transaction points. Breakthrough contents such as streamlining professional groups, promoting digital transformation, enhancing the role of leaders, innovating Party cell activities, etc. have created a strong shift in the thinking and actions of all cadres and Party members.

But when I see the people welcoming me with sincere smiles and offering me a cup of hot water, all my fatigue disappears. Each trip like this helps me understand more about the real situation of the people and see more clearly my responsibility for the job.”

Thanks to that, policy credit activities in the area have been increasingly improved. As of April 30, 2025, the total outstanding debt in Dong Hy district reached nearly 660 billion VND, an increase of 234 billion VND compared to 2020, through 250 Savings and Loan Groups. Credit quality has always been maintained, with no overdue debt since 2017. In the period of 2020-2025, the unit has created jobs for more than 2,023 workers, contributing to reducing the poverty rate to 3.78%, near-poor households to 3.38%...

With outstanding results, in the past 5 years, the Dong Hy District Social Policy Bank Transaction Office has been continuously recognized as an excellent labor collective, awarded a Certificate of Merit twice by the Governor of the State Bank, awarded a Certificate of Merit three times by the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee, many individuals have been recognized as Emulation Fighters at the grassroots and industry levels, received Certificates of Merit from the Governor of the State Bank, the Chairman of the Provincial People's Committee and certificates of merit from the General Director and the Chairman of the District People's Committee.

In 2024, the Transaction Office Party Cell was one of 12 Party cells and Party Committees in Thai Nguyen province to receive a Certificate of Merit from the Provincial Party Standing Committee for its outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style. In particular, in April 2025, the Dong Hy District Social Policy Bank Transaction Office was honored to receive a Certificate of Merit from the Prime Minister for its achievements in work, contributing to the cause of building socialism and defending the Fatherland.
