On November 19, the Ho Chi Minh City Social Insurance (HSI) sent a document to primary, secondary, and high schools; continuing education facilities at the secondary and high school levels in the city regarding the implementation of the Resolution of the Ho Chi Minh City People's Council on supporting health insurance payments for students.

Ensuring medical examination and treatment rights for students
According to the HCM City Social Insurance, on November 14, 2025, the HCM City People's Council issued Resolution No. 56 on regulations on the level of support for health insurance contributions for the elderly and students in HCM City.
Accordingly, the city budget supports an additional 50% of health insurance premiums for high school students; students of general education programs, including: students studying regular education programs at junior high school and high school levels in public and non-public educational institutions in the city (collectively referred to as students).
Thus, from November 14, 2025, students at primary, secondary and high schools; students of general education programs, including: students studying regular education programs at secondary and high school levels in public and non-public educational institutions in the city will be supported by the budget with 100% of the health insurance premium (the Central policy is 50%, the policy of Ho Chi Minh City is 50%).
In order to promptly implement the resolution of the City People's Council, ensuring the rights of students in the area regarding the implementation of health insurance for students in the 2025-2026 school year, Ho Chi Minh City Social Insurance recommends that for cases of students who do not have health insurance cards by December 31, 2025, schools and educational institutions urgently make a list and send it to the Social Insurance agency to issue health insurance cards for them before November 30, 2025 to ensure the rights to medical examination and treatment for them.
If the health insurance premium has been collected from students, the collected amount must be refunded immediately.
Based on the list of students studying at the school in the 2025-2026 school year, schools and educational institutions shall make a list and submit application documents for health insurance cards for students to the Social Insurance agency before December 20, 2025 to issue and renew health insurance cards valid from January 1, 2026 for students, ensuring that 100% of students are issued health insurance cards according to the Resolution.
For schools and educational institutions that have collected health insurance premiums from students to issue health insurance cards for 2026, the collected amount must be immediately refunded to the students' parents.
If the school or educational institution has temporarily transferred the student's health insurance premium for 2026 to the social insurance agency's account, contact the social insurance agency to complete the procedure to refund the transferred amount. After receiving the money, the school or educational institution will immediately refund the collected amount to the student's parents.
