According to Ho Chi Minh City Social Insurance, the Law amending and supplementing a number of articles of the Law on Health Insurance and Decree 188/2025/ND-CP of the Government , the state budget (central budget) has supported 50% of the health insurance premium for students.
In particular, on November 14, the People's Council of Ho Chi Minh City issued Resolution No. 56/2025/NQ-HDND regulating the level of support for health insurance contributions. Accordingly, the city budget will support an additional 50% of the health insurance contribution for high school students in the area.
Thus, from November 14, students of all levels (including continuing education students) in Ho Chi Minh City will receive 100% budget support for health insurance contributions (50% from the Central Government and 50% from the City).
To promptly implement the Resolution and ensure the rights of students, Ho Chi Minh City Social Insurance requests schools and educational institutions to coordinate in implementing the contents to ensure the rights of students.
Specifically, in cases where health insurance premiums have been collected from students for 2026, schools and educational institutions must immediately refund the collected amount to parents.
In case the health insurance money has been transferred to the social insurance agency, the school shall contact the social insurance agency to complete the procedure to refund the transferred amount. After receiving the refund, the school must immediately refund the collected amount to the student's parents.
In addition, the HCM City Social Insurance also requires schools to urgently make a list and send it to the Social Insurance agency to issue health insurance cards to students who do not have one by December 31.
For the 2025-2026 school year, schools need to prepare documents to request the issuance and renewal of health insurance cards valid from January 1, 2026 for students before December 20, 2025 to ensure that 100% of students are issued health insurance cards according to the Resolution.
