On November 17, discussing in groups about the draft Resolution No. 72 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, delegate Nguyen Thanh Cam ( Dong Thap delegation) explained that 90% of cervical cancer cases are related to the HPV virus.
"If we have the conditions to vaccinate children early, we will reduce the risk of infection and cervical cancer-related lesions by up to 97%. In particular, cervical cancer is a disease with a very high incidence rate among Vietnamese women," said Ms. Nguyen Thanh Cam.
Currently, according to the female delegate, many countries in the world have also included this vaccine in their national vaccination programs. Therefore, in the context of Vietnam being very concerned about population quality, the female delegate suggested that it is necessary to include this vaccine in the vaccination program.
In addition, the female delegate from Dong Thap province commented that Vietnam is seeing an increasing number of people suffering from Alzheimer’s disease and dementia. This disease is not only affecting the elderly, but also middle-aged people are starting to be at risk.
The female delegate cited that currently, about 3-11% of Vietnamese people over 65 years old suffer from dementia. Normally, this disease is easily confused with other diseases. However, in Vietnam, there are only 10 hospitals with treatment units for this disease.
"In the context that Vietnam is predicted to be one of the countries with a rapidly aging population, I suggest that this should also be considered one of the priorities for diseases in the elderly in the coming time," Ms. Nguyen Thanh Cam suggested.
Along with that, Vietnam still lacks specialized facilities for treating autism in children. This is also an issue that needs to be given top priority.
Proposal for poor people with cancer to enjoy 100% health insurance
Recalling the role of health insurance, delegate Nguyen Anh Tri (Hanoi delegation) said that this is a key tool to help people access health services very successfully. However, the current health insurance mechanism is sometimes seen as a "barrier" that limits patients from lower levels to higher levels.
"This mechanism was established about two decades ago, which may have been reasonable at the time, but is no longer appropriate now. We now have enough conditions in terms of technology, science and staff to improve the quality of medical examination and treatment at all levels, especially at the grassroots level. When quality is improved, people will voluntarily reduce the need for referrals," he emphasized.

From that, the Hanoi delegation believes that the Resolution needs to create a breakthrough to ensure the most convenience for health insurance participants, in the spirit of serving the people and improving the quality of the national health system. One of the key contents is to thoroughly resolve the issue of health insurance card holders being able to receive medical examination and treatment at any facility.
"If people get sick, they must be examined immediately, regardless of whether they are working or living in another province. People have the right to choose the most convenient place to be examined," Mr. Tri emphasized.
Delegate Le Thi Ngoc Linh (Ca Mau delegation) said that many people are very interested and suggest expanding the subjects entitled to 100% health insurance right in this draft resolution, such as people in difficult circumstances with serious illnesses and cancer. Delegate of Ca Mau province said that these cases should be added to the list of subjects entitled to 100% health insurance so that they can have the conditions to treat their illnesses.
"This is a very important policy that can reduce the financial burden on patients and their families, ensure fairness in access to health services, contribute to social stability and is consistent with the view of not leaving anyone behind," said Ms. Linh. At the same time, Ms. Linh recommended that the Minister of Health provide further advice to promptly support poor patients, especially those with cancer.
Sharing the goal of increasing the rate of health insurance benefits for special subjects, Minister of Health Dao Hong Lan said that this draft resolution has assigned the Government to specify the subjects and specific support levels to ensure support for the people.

In particular, for special subjects such as the elderly and people in difficult circumstances, the Commander of the Health sector affirmed that he will absorb the opinions of delegates and research to complete when submitting to the Government according to the appropriate roadmap and steps.
"The goal is to ensure better care for the people while also ensuring that the resources of the health insurance fund are appropriate and harmonize the purposes," said Ms. Lan.
