Answer: Article 43 of the Law on Organization of Local Government 2025 clearly states that at least once a year or when at least 10% of the total number of voters at the commune level request or in case of necessity, the local government at the commune level organizes a Dialogue Conference with the People in person, online or through legally operating social networks in accordance with the provisions of law to discuss the situation of local government operations and issues related to the rights and obligations of local citizens.

In case of direct organization, if the scale of the commune-level administrative unit is too large, it is possible to organize exchanges and dialogues with the people in each village cluster and residential group.

The People's Committee at the commune level is responsible for coordinating with the Vietnam Fatherland Front Committee at the same level to organize a dialogue conference with the people, and together with the representative of the Standing Committee of the People's Council at the same level to chair the dialogue conference; invite representatives of the Party Committee at the same level to participate in the dialogue conference and must announce on the mass media the time, location, content and method of attending the dialogue conference with the people at least 7 days before the date of the conference.

The results of the Dialogue Conference with the People must be announced by the People's Committee to the People through mass media, posted at the headquarters of the local government at the commune level and sent to the Village Chief and Head of the Residential Group in the area no later than 10 days from the date of the Conference.
