Provincial Forest and Environment Protection Fund Management Board deploys tasks for the last months of the year

On the morning of May 30, the Provincial Forest and Environment Protection Fund Management Board held a meeting to evaluate the implementation of tasks in the first 6 months of the year and deploy tasks for the last months of 2025.

According to the report, since the beginning of the year, the Provincial Forest and Environment Protection Fund has coordinated with relevant agencies and units to review, determine forest areas and develop a map of forest environmental service payments in 2024; review aquaculture facilities that must pay forest environmental service fees in the province; organize the launching ceremony of the Tet tree planting festival "Forever grateful to Uncle Ho" in the year of At Ty 2025. The total forest area in the province receiving forest environmental service fees in 2024 is more than 205,491 hectares; has proposed to approve payment of forest environmental service fees to forest owners who are organizations, commune-level People's Committees (natural forests), communities, households and individuals for nearly 151,273 hectares.

Since the beginning of the year, the Provincial Forest and Environment Protection Fund has signed 4 new contracts to entrust payment for forest environmental services to 1 hydropower unit and 3 aquaculture units; up to now, there are 69 contracts (88 factories); as of May 29, 2025, the ending balance is 555.1 billion VND.

Regarding the work of receiving and managing money for reforestation, from 2024 to 2025, it is more than 90 billion VND, more than 16 billion VND has been collected with 9 projects implemented and paid; more than 2 billion VND has been spent for 6 projects.

In the process of implementing the policy, besides the achieved results, there are still some difficulties and problems, such as: payment for forest environmental services to forest owners who are households and individuals in some localities has not been implemented due to differences between management practices and land use right certificates; collection of forest environmental service fees is facing difficulties; the Fund's operating capital has not met the minimum charter capital level as prescribed...

The Provincial Forest and Environment Protection Fund Management Board identified a number of key tasks in the last months of the year, such as: continuing to advise the province to issue documents directing and guiding the implementation of forest environmental service policies and environmental protection; carrying out the work of handing over documents and funds after the merger; propagating and training to raise people's awareness of minimizing environmental pollution; closely coordinating with relevant departments to review, compile statistics, and make a list of establishments subject to collection, sign trust contracts, and collect forest environmental service fees according to regulations....

Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Hoang Quoc Khanh emphasized: In August 2025, Lao Cai and Yen Bai provinces will be merged, so to ensure effective operations in the coming time, the Provincial Forest and Environment Protection Fund will arrange time and proactively work with the Yen Bai Provincial Forest and Environment Protection Fund to unify all contents related to future organization and operations.

Prepare a report to the Standing Committee of the Provincial Party Committee and the Ministry of Agriculture and Environment for comments on the payment of forest environmental services to organizations and individuals due to differences between actual management and land use right certificates; management of actual forest planting areas...

To ensure the Fund's charter capital reaches at least 30 billion VND as prescribed, the Standing Vice Chairman of the Provincial People's Committee requested the Fund to coordinate with the Department of Finance and relevant agencies to develop a roadmap and specific plan to increase charter capital from now until 2027. At the same time, continue to inspect, review, and identify organizations and facilities that are subject to collecting forest environmental service fees to ensure compliance with regulations.
