The 11th National Phu Dong Sports Festival: The Ministry of Education and Training coordinates with the Ministry of Culture, Sports and Tourism to decide the number of competitions.

In order to spread and form the habit of regular sports practice among students across the country, aiming at the goals of "Developing physical strength and stature of Vietnamese people in the period 2011-2030" and discovering, selecting and nurturing students with sports talents, creating a source of athletes for high-performance sports of localities and the country, the Ministry of Education and Training has just decided to approve the Project to organize the 11th National Phu Dong Sports Festival in 2028.

According to Decision No. 3298/QD-BGDDT of the Ministry of Education and Training approving the Project to organize the 11th National Phu Dong Sports Festival (HKPĐ) in 2028, the 11th National HKPĐ is divided into 02 phases: Phase 01 is organized in 05 clusters from April to June 2028, Phase 02 is organized in Hue city from July to August 2028 for the participants who are high school students and continuing education students aged 18 and under studying at educational institutions in the national education system.

Spread and form the habit of regular physical exercise among students

The organization of the 11th National Sports Festival, implemented according to the Project, contributes to developing the movement of sports training and competition in schools nationwide; spreading and forming the habit and love of regular sports practice among students, aiming at the goals of "Developing physical strength and stature of Vietnamese people in the period 2011-2030".

Through the implementation of the project to discover, select and nurture students with sports talent, creating a source of athletes for high-performance sports in localities and countries.

At the same time, the project implementation also aims to record and evaluate the results of management, direction and organization of school sports movements by education management agencies at all levels and schools in the period of 2024-2028, serving as a practical basis for the central and local governments to develop plans, roadmaps and scale of organizing the national HKPĐ in 2028.

The Ministry of Education and Training requires that the implementation of the project must ensure absolute safety, seriousness, fairness, efficiency and economy; actively mobilize social resources to organize, ensure compliance with legal regulations; ensure the educational and mass nature of school sports and professionalism in organization and competition.

The host locality proactively prepares all material facilities on the principle of making maximum use of available facilities and equipment.

According to the project, the organization of HKPĐ at the grassroots level (school, school cluster, commune/ward/special zone level) for primary, middle and high school students will be implemented according to the instructions of the Provincial/City People's Committee. The organization period is from 2026 to the end of 2027.

The provincial HKPĐ organization and the provincial/municipal People's Committee shall, based on current regulations and actual conditions, decide to organize the provincial HKPĐ to ensure practicality and effectiveness. The organization must be completed before March 31, 2028.

The 11th National HKPĐ in 2028 will be divided into 02 phases. Phase 01 will be held in 05 clusters from April to June 2028. Phase 02 will be held in Hue city from July to August 2028.

The subjects eligible to participate in HKPĐ are high school students and continuing education students aged 18 and under who are studying at educational institutions in the national education system. The project also specifically stipulates subjects who are not eligible to participate in HKPĐ.

Focus on Olympic sports, popularize them in congresses and in the General Education Program.

The project stipulates the principle of selecting the number of competition subjects based on basic sports and elective sports in the General Education Program (GEP).

The selection of inherited sports in recent HKPĐ periods ensures a reasonable structure between traditional local sports, ethnic sports and sports in the national and international competition system of the sports industry; ensuring suitability with the actual conditions of localities, the scale of organization at all levels, the material conditions of the host unit and the development orientation of key local sports.

In particular, in the first phase of the National Sports Festival, the number of competition subjects will be increased, focusing on selecting popular national sports associated with the General Education Program.

In the second phase of the National High School Competition, the number of subjects will be reduced, focusing on selecting Olympic sports, popular in congresses (regional and continental students; SEA Games, Asiad...), subjects in the General Education Program with the aim of allowing amateur high school students to compete at the highest level, increasing the attractive competition between 34 provinces/cities across the country.

Regarding the number of competitions, the project stipulates that the Department of Education and Training shall guide the number of competitions for the HKPĐ at the grassroots level in accordance with the reality of each locality and school. The People's Committee of the province/city shall decide the number of competitions for the HKPĐ at the provincial level, ensuring compliance with the general principles and the Regulations of the 11th National HKPĐ in 2028. The Ministry of Education and Training shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to decide the number of competitions for the 11th National HKPĐ in 2028.

The project also clearly stipulates the principles of cluster division, the 5 cluster units participating in the national HKPĐ phase 01; specifically stipulates the tasks, solutions, funding sources and assignment of tasks at all levels in organizing the 11th National Phu Dong Sports Festival in 2028./.
