Dien Bien TV - On the morning of June 12, in Kunming city, Yunnan province, China, comrade Wang Ning, member of the Central Committee of the Communist Party of China, Secretary of the Yunnan Provincial Party Committee and comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee co-chaired the annual conference between the Provincial Party Secretaries of the provinces: Ha Giang, Lao Cai, Lai Chau, Dien Bien and the Secretary of the Yunnan Provincial Party Committee, China.

Also attending were Lao Cai Provincial Party Secretary Dang Xuan Phong; Lai Chau Provincial Party Secretary Giang Pao My; Dien Bien Provincial Party Secretary Tran Quoc Cuong; and Vietnamese Consul General in Kunming, Hoang Minh Son. Delegates from Dien Bien province included members of the Provincial Party Standing Committee: Pham Duc Toan, Permanent Vice Chairman of the Provincial People's Committee; Pham Khac Quan, Head of the Provincial Party Organization Committee; Chu Xuan Truong, Head of the Provincial Party Internal Affairs Committee; and representatives of leaders of a number of departments, branches, and localities.

Speaking at the conference, on behalf of the delegation of Vietnamese provinces, comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, emphasized: Vietnam and China have a long-standing tradition of friendly relations, which have always been nurtured and achieved great and profound achievements in all fields.

Regarding foreign affairs, Vietnam considers developing relations with China a strategic choice and a top priority in its foreign policy of independence, self-reliance, peace, cooperation and development. The official visit to China by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong in late 2022 and the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023 are particularly important events for the two countries, receiving attention and positive evaluation from both countries' and international public opinion.

Assessing the results of cooperation in recent times, the provinces of Ha Giang, Lao Cai, Lai Chau, Dien Bien - Vietnam and Yunnan province - China were pleased to see that the common perceptions reached at the 3rd Annual Conference in 2023 have been promoted by the 4 provinces of Vietnam and Yunnan province, China and achieved important results in all fields; especially in economic and trade cooperation, the parties have focused on directing functional agencies to promote trade, facilitate customs clearance, remove difficulties in import and export activities, especially agricultural products of Vietnam; the total import and export turnover between the 4 border provinces of Vietnam and Yunnan province in 2023 reached about 2.34 billion USD.

In order to promote the results achieved in the past time, further promote the potential and advantages of the localities, supplement the advantages, promote the exchange and cooperation between the 4 border provinces of Vietnam and Yunnan province, China to develop and become more substantial, the Secretaries of the Provincial Party Committees of the provinces discussed and proposed the contents of exchange and cooperation that need to be promoted in the coming time and reached a very high consensus such as: In 2024 and the following time, the provinces continue to thoroughly implement the common perceptions reached between the senior leaders of the two Parties and the two States of Vietnam and China, especially the "Joint Statement of Vietnam - China on continuing to deepen and enhance the comprehensive strategic cooperative partnership, building a community of sharing the future of Vietnam - China of strategic significance"; maintain and promote more effectively the mechanism of the Annual Conference between the Provincial Party Secretaries and the Joint Working Group Meeting between the 5 provinces; Strengthen friendly exchange activities; strengthen economic, trade and investment cooperation; accelerate cross-border e-commerce cooperation; strengthen cooperation in border gate development and traffic connection; cooperate in border management...

The Secretaries of the Provincial Party Committees of the five provinces also agreed that the annual conference between the Secretaries of the Provincial Party Committees of the provinces has actively contributed to promoting the relationship between the two Parties, the two countries and the people of Vietnam and China. At the same time, they believe that, with the support of the Party Central Committee, the Government, the Central External Relations Commission, the Ministry of Foreign Affairs and the central ministries and branches of the two countries, together with the great efforts and determination of the five provinces, the exchange and cooperation between the two sides will continue to be effectively implemented, contributing positively to socio-economic development, bringing practical benefits to the people of both sides.

Speaking at the conference, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee emphasized: The meeting mechanism between the Provincial Party Secretaries of the provinces has continued to promote and enhance the effectiveness of the friendly and cooperative relations between the four northern provinces of Vietnam and Yunnan Province, China, contributing to the implementation of important common perceptions reached between the leaders of the two Parties and the two States of Vietnam and China; especially the "Vietnam - China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future between Vietnam and China of strategic significance".

To continue expanding and improving the effectiveness of friendly and cooperative relations in the coming time, the Provincial Party Secretary proposed a number of important contents such as: Requesting Yunnan province to coordinate in completing legal procedures, reporting to competent authorities for approval to upgrade the A Pa Chai - Long Phu opening into a bilateral border gate; investing in building infrastructure in the Long Phu border gate area, meeting the criteria of a bilateral border gate. Promoting the construction of projects to renovate and expand the yard of the border marker at the intersection of the three countries of Vietnam - Laos - China; requesting universities in Yunnan province to provide scholarship programs for master's and undergraduate training for officials, students in the fields of: Education, health, agriculture, finance; organizing short-term training courses in Chinese for officials of Dien Bien province.

Coordinate with Dien Bien province to build international tourist routes Dien Bien - Yunnan - Northern Lao provinces and Northern Thai provinces; implement the contents signed in the Memorandum of Understanding on cooperation in the field of health and medicine; encourage and create favorable conditions for businesses of both sides to study investment cooperation, contributing to the development of the local economy of both sides; promote trade and service promotion activities, create conditions for businesses and traders of both sides to attend international trade fairs...

To acknowledge the results of the conference, the parties agreed to jointly sign the Minutes of the 4th Annual Conference between the Secretaries of the Provincial Party Committees of Ha Giang, Lao Cai, Lai Chau, Dien Bien and the Secretary of the Yunnan Provincial Party Committee; Witnessing the signing of cooperation documents in many fields by the authorities, agencies, units and localities of the two sides. At the same time, it was agreed that the 5th Annual Conference will be held in 2025 in Lai Chau province - Vietnam.
