Up to now, the Department of Culture, Sports and Tourism has proactively developed a plan to organize a press conference in Hanoi. Propaganda work has been promoted in many forms on central and local press and spread on social networking platforms. Departments and branches have coordinated to prepare and arrange exhibition spaces for Ha Giang tourism culture and Ha Giang tea culture space. Meo Vac District People's Committee has issued detailed plans, scenarios, and festival organization plans; established service subcommittees; promoted propaganda, festival decoration, flower planting, and repair of check-in points for tourists; ensured logistics; had plans to ensure security and order, and traffic flow; completed the script for the art program "Khau Vai Day of Return"; prepared to organize cultural and culinary spaces, and detailed scenarios for each activity within the framework of the festival. The Provincial Literature and Arts Association surveyed locations, arranged for the display of artistic photographs, literary and artistic books by artists of different periods; developed a dialogue script, launched a competition, emulated and rewarded, organized exhibitions, displayed, and introduced the achievements of 50 years of literature and art in Ha Giang province. Districts in the Dong Van Karst Plateau Global Geopark proactively developed plans, scripts, and methods for organizing activities within the framework of the festival to ensure excitement and attraction for tourists.

Based on the progress report on preparation work, exchanges and recommendations of departments, branches, district People's Committees and to ensure the successful organization of the series of activities in the event, Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha highly appreciated the efforts of localities in proactively implementing the preparation work; at the same time, requested the branches and localities to clearly identify the purpose and significance of this event, which is to celebrate the 50th anniversary of the Liberation of the South, national reunification and promote and spread the cultural values ​​of Ha Giang to domestic and foreign tourists, thereby focusing on directing the drastic and synchronous implementation of the tasks assigned in the plan of the Provincial People's Committee, ensuring the best conditions for serving the festival. Proactively adjust the time of some activities accordingly to form a continuous series of events to serve tourists; focus on assessing the content of activities and carefully rehearsing art programs; promote communication in many forms, spread the image of Ha Giang and the message of the event to attract tourists; Strengthen management of commercial activities, ensure the quality of products displayed and sold to tourists; inspect and control food safety and health care conditions for people and tourists; require businesses, services, and accommodations to publicly post product and service prices; clearly assign people and tasks; leaders of departments, branches, and localities are responsible to the leaders of the Provincial People's Committee for the organization of the festival. The Provincial Police issued a detailed plan for each activity to send forces to participate, ensuring security, order, and safety for the series of events. The Youth Union developed a plan to propagate the meaning of Southern Liberation Day to union members and youth and arranged forces to support activities in localities.
