Cooperation in law enforcement and drug prevention in Vietnam-China border areas

Over the years, Vietnam has consistently attached importance to developing the friendly neighborly relationship and the Vietnam-China Comprehensive Strategic Cooperative Partnership. In particular, cooperation in drug prevention and control between Vietnam and China has been continuously promoted, diversified in content and forms of cooperation and achieved many important results. From 2019 to present, especially after the establishment of the BLO Border Liaison Office (August 2020), the coordination in the fight against cross-border drug crimes between Cao Bang and Guangxi has improved. Through various forms of exchange such as: phone calls, diplomatic notes, talks, etc., the Drug Crime Investigation Police Department, Cao Bang Provincial Police and the Drug Prevention and Control Police Team of Guangxi Provincial Police have shared and exchanged a lot of information on the drug crime situation; coordinated in capturing wanted subjects and achieved many important results.

Typically, on August 5, 2023, through coordination and information exchange between the two sides, Guangxi Provincial Police verified and arrested a particularly dangerous wanted subject: Doan Thi Uyen, born in 1974, residing in Ban Nhan (Hung Viet Commune, Trang Dinh District, Lang Son Province) when the subject was hiding in Long Chau Town, Long Chau District, Guangxi, China. On September 20, 2023, Guangxi Provincial Police handed over the subject to Cao Bang Provincial Police for handling in accordance with the provisions of law. This is a typical result, a premise for an increasingly sustainable and growing relationship and cooperation between the two sides in the fight against drug crimes in particular and crime prevention and control in general.

Notably, on November 8 and 9, the Anti-Drug Investigation Police Force of Cao Bang Provincial Police held a meeting on cooperation in law enforcement on drug prevention and control in border areas with the Police Delegation of Guangxi Zhuang Autonomous Region, China.

Attending the meeting were Mr. La Ky Quyen, Deputy Director, Party Committee member of the Public Security Department of the Zhuang Autonomous Region, Guangxi Province, along with a number of leaders of functional units and leaders of the Public Security of the cities: Chongzuo, Baise, Chenggang, and Jingxi (Guangxi Province).

On the side of Cao Bang Provincial Police, there were Colonel Doan Hong Hieu, Deputy Director, Head of the Investigation Police Agency of the Provincial Police, together with leaders of the Drug Crime Prevention and Control Police Department of the Provincial Police; leaders of functional departments of the Provincial Police, and leaders of the Police of some border districts adjacent to China.

In an atmosphere of solidarity, friendship, understanding and mutual respect, the two sides frankly discussed the results of the fight against drug-related crimes in the past time, the existing problems and limitations in the coordination and information exchange between the two sides, and agreed on solutions to overcome them and key work directions in the coming time.

At the end of the meeting, Cao Bang Provincial Police and Guangxi Provincial Police Department, China signed a coordination charter between Cao Bang BLO Office and Guangxi BLO Office, China. Thereby contributing to promoting cooperation, information exchange, and experience sharing to find ways to prevent and handle transnational drug crimes, ensuring security and order in the border area./.
