
It is forecasted that the total rainfall from the night of November 11 to 20 in Hue city will be 500 - 600mm, in mountainous areas 700 - 900mm, in some places over 1,000mm. In particular, from November 15 to 20 and the last days of November 2025, due to the influence of cold air that is strengthened and then supplemented more strongly, combined with high-altitude easterly winds, the city will have moderate rain, heavy rain, and in some places very heavy rain.
According to the Hue City Hydrometeorological Station, heavy rains are likely to cause floods, flash floods, landslides and rock slides in mountainous areas and along rivers and streams. There is a high risk of flooding in low-lying areas downstream of rivers throughout the city; heavy rains can cause widespread urban flooding throughout the city, especially in the city center. The cold air increases, causing strong winds and large waves at sea, endangering ships and activities at sea and in coastal areas.
To be proactive and ready to respond to heavy rains early and from afar, not to be passive or surprised, the Hue City Civil Defense Command requests agencies, units and localities to continue to urgently overcome the consequences of recent floods, stabilize people's lives soon, restore production and business; regularly monitor and update developments of heavy rains on mass media to proactively prevent heavy rains and landslides.
Heads of units and members of the Civil Defense Command Committee, according to assigned tasks, proactively organize inspections, direct and urge localities to implement measures to overcome the consequences of recent floods; promptly mobilize forces, officers and employees to participate in cleaning up and overcoming the consequences of floods; at the same time, continue to closely monitor forecast information and developments of heavy rain; proactively review response plans for upcoming heavy rains of the industry and sector according to assigned tasks and authority, not to be passive and surprised in any situation. Regularly notify boat owners and captains about strong winds at sea to have appropriate production plans.
Communes and wards should strengthen propaganda and guide people to proactively respond to heavy rains; urgently review and supplement response plans for upcoming heavy rains; based on the risk level and natural disaster developments in the locality, decide to evacuate people in dangerous areas.
Owners of dams, irrigation and hydropower reservoirs continue to seriously operate reservoirs; review and develop specific operating and regulation plans according to forecasted rain scenarios; especially for heavy rain situations from November 15 to 20, in order to proactively plan reasonable operations, both ensuring reservoir safety and contributing to flood reduction for downstream areas.
The exceptionally heavy rains in Hue city in late October and early November 2025 caused severe damage to people and infrastructure, affecting all sectors with 15 deaths and an initial estimated total economic loss of over VND3,272 billion.
