Hue looks to the future with soft power

Preserve the past to look to the future

Time and war left Thua Thien Hue with a pile of devastated and ruined heritage, but since then, this land has persistently risen to become a prominent symbol in heritage conservation and international cooperation and confidently aims to become a city directly under the Central Government with its own unique cultural strengths. This is the affirmation of Hue on the path of development towards the future.

Remember, in the congratulatory message sent to the 30th Anniversary of the Complex of Hue Monuments (1993 - 2023) being recognized by UNESCO as a world heritage, Mr. Lazare Eloundou Assomo - Director of the UNESCO World Heritage Center - emphasized that: "Since Hue was recognized as a world heritage 30 years ago, the world has been extremely impressed with Hue's journey, which demonstrates not only important achievements in preserving and developing world heritage, but also symbolizes the rebirth of Vietnam. Emerging from hardship and devastation after decades of war, the ancient capital of Hue has transformed from a devastated heritage treasure into a prominent symbol of heritage conservation and international cooperation".

The assessment of Mr. Lazare Eloundou Assomo is both an affirmation and a sharing of the tireless efforts of Hue in preserving the heritage of the nation and of humanity. That responsibility is not only of one person but of each Hue citizen, those who shoulder the mission of preserving the treasures left by their ancestors.

With the active support of UNESCO, international organizations and especially the resolute participation of the Government, the unceasing determination of the authorities and people of Thua Thien Hue province, the conservation of Hue relics has been carried out continuously, persistently and achieved many great results. Hue cultural heritage has overcome the emergency rescue stage and is now gradually being revived, the original appearance of a historic ancient capital is gradually being restored.

Since 1981, when UNESCO called for the rescue, preservation and restoration of the values ​​of Hue's cultural heritage, up to now, there have been more than 130 large and small relics invested in restoration and preservation; the infrastructure of the relic sites has also been renovated and repaired. And most recently, two special works, Kien Trung Palace and Thai Hoa Palace, have been restored and restored in a spectacular way.

Looking back over the past few decades, we can see that Hue's cultural preservation efforts are on the right path of building, preserving, reviving and developing the nation's culture. These achievements are Hue's own unique miracle, creating the foundation and basis for Hue to become a centrally-governed city on its own unique path.

Go up with your own strengths

Hue is a special phenomenon in the history of urban development in Vietnam, from a remote borderland known as the "evil land of O Chau" transformed into a new urban and civilized center of the Vietnamese people on the way to open up land to the South from the 17th - 18th centuries as the capital of Dang Trong (1636-1774), becoming the capital of the country under the two dynasties of Tay Son (1788-1801) and Nguyen (1802-1945), then the last ancient capital city that was preserved most intact in Vietnam.

Establishing Hue City under the Central Government on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity is considered a suitable direction, helping to promote the strengths and unique characteristics of Hue. And this is also the way for Hue to develop with its own strengths, completely in line with the Central Government's orientation.

According to the assessment of many domestic and foreign researchers, up to now, Hue Ancient Capital is one of the cities with the richest heritage architecture fund not only in Southeast Asia and East Asia. Therefore, Thua Thien Hue deserves to be built into a unique heritage city/urban area.

With its own strengths, based on Resolution No. 54-NQ/TW of the Politburo on "Building and developing Thua Thien Hue province to 2030, vision to 2045", Thua Thien Hue province has actively implemented the Resolution with specific Action Programs and up to now has met all the conditions and criteria to become a centrally-run city in the direction of cultural characteristics, heritage, ecology, landscape, environmental friendliness and intelligence; approved by the State Appraisal Council.

The fact that Hue city is under the Central Government will have positive impacts not only on the locality itself but also on the provinces and cities in the Central region. Accordingly, Hue, together with Da Nang, will play the role of a connecting center between neighboring provinces and provinces in the Central coastal region; creating new momentum and momentum for the new development of the provinces, the region, and the country; and contributing to the successful implementation of the Regional Development Strategy and the National Urban Development Strategy. Once Hue develops, neighboring localities as well as localities in the region will also benefit from the increase in trade and investment flows. On the other hand, Hue city under the Central Government can also play a leading role in linking and developing inter-provincial tourism routes such as Hue - Da Nang - Hoi An or Hue - Quang Binh (Phong Nha - Ke Bang), attracting more tourists to the whole region; helping localities take advantage of the increase in international visitors; promote interregional tourism and culture.

The establishment of a centrally-governed city on the basis of the status quo of Thua Thien Hue province fully reflects the position and innovation practices of Thua Thien Hue in the trend of integration and development; while realizing the policies of the Party and the State. At the same time, it also demonstrates the political determination of the Party Committee, government and people of the whole province, is the driving force, resource and pride for Thua Thien Hue to promote the historical tradition, unique cultural values ​​of the ancient capital, develop rapidly and sustainably in the coming time, making an important contribution to promoting the socio-economic development of the region and the whole country.

Mr. Le Truong Luu, Secretary of the Thua Thien Hue Provincial Party Committee, affirmed: “Striving to be recognized as the 6th city of the country directly under the Central Government on the basis of preserving and promoting the heritage of the Ancient Capital, Hue is increasingly aware of its responsibility to preserve and promote historical, cultural and heritage values ​​to match its new position and role. This is a long-term process, requiring the efforts of the entire political system, the community and businesses. Hue will not only be a city directly under the Central Government but also an attractive and safe tourist destination, a modern and civilized city, preserving traditional values ​​and developing sustainably…”.
