In Dong Tien Hai commune and many other localities, management and operation activities are initially operated on a digital platform, contributing to improving the efficiency of serving people.
In the early days of operating the new model, some communes and wards in the province still faced difficulties due to the lack of synchronous information technology infrastructure and limited data transmission speed. Many devices such as computers and printers were old and had low configuration, only meeting the requirements of office work, not suitable for the volume of online data and document processing.
The shortage of staff in charge of information technology still occurs in some localities. A representative of the Postal and Telecommunications Digital Transformation Department (Department of Science and Technology of Hung Yen province) said that the unit organized a 15-day working trip, surveying and directly training in all 104 communes and wards. This is an urgent solution to handle the problems arising after the merger of the provinces, when the two old localities were not consistent in terms of infrastructure and how to operate the digital system.
According to the Department of Science and Technology (DOST) of Hung Yen province, working groups have focused on guiding localities in using shared software, digital signatures, and platforms serving the two-level government model. Any difficulties in using equipment and software are resolved directly; specialized issues are transferred to the Department for timely support.
At the same time, the Department of Science and Technology is developing a set of handbooks for each group of information technology and digital transformation fields to facilitate grassroots officials. At communes and wards, a technology support team and public service usage guidance team has been established. At the provincial level, there is also a support team for application platforms consisting of 15 members on duty ready to support organizations and units when requested.

Three major telecommunications companies operating in Hung Yen also joined in. Viettel and VNPT sent technicians directly to communes and wards to guide and handle arising problems, contributing to ensuring the smooth operation of the system.
Currently, nearly 100% of the activities of sending, receiving and processing documents at provincial agencies have been carried out in the digital environment through shared software, connecting the whole province. Online public services continue to be maintained in the good group of the country; the digital signature system has been issued to about 4,600 cadres, civil servants and public employees.

The Department of Science and Technology has cleaned up data and issued 17,000 new official email accounts for all staff in the Party and government. The province also maintains regular online meetings; from July 1 to now, nearly 20 meetings have been held with stable connections from the provincial to the commune level.
The Department of Home Affairs of Hung Yen province has advised the Provincial People's Committee to select a system for managing cadres and civil servants according to the unified standards with the Ministry of Home Affairs to synchronize data throughout the province. Hung Yen has also completed the review and evaluation of specialized information systems in all departments, branches and sectors.
In particular, the Department of Science and Technology of Hung Yen province is proposing to deploy an AI virtual assistant to support officials of departments and branches in handling administrative work this year. In addition, the province is piloting a comprehensive digital transformation model in 4 communes and wards. After the implementation period, the province will summarize and evaluate to replicate it throughout the area.
