1. Instructions on how to recover your VNeID password
If a user unfortunately forgets their VNeID password, they can recover it by following these steps:
- Step 1:
Open the VNeID app.
- Step 2:
Select “Forgot password”.
Step 3:
Enter your personal identification number and phone number as requested. Then select "Submit Request".
- Step 4:
Input:
+ Full name at birth.
+ Date of birth.
+ Date of issuance of the Citizen Identification Card.
Then select "Continue".
Step 5:
After selecting "Continue" in step 4, the application will send an OTP code to your phone number. Enter the OTP code to continue.
- Step 6:
Set a new password according to the app's instructions. Then select "Confirm".
Step 7:
After setting your password, the application will display a message indicating that the password has been successfully set. You can then use that new password to log in to VNeID.
2. Some regulations regarding electronic identity accounts
2.1. What is an electronic identity account?
An electronic identity account is a set of login names, passwords, or other forms of authentication created by an electronic identity and authentication management authority.
In addition, VNelD is a digital application; “dinhdanhdientu.gov.vn”, “vneid.gov.vn” are electronic identification information websites created and developed by the Ministry of Public Security to serve electronic identification and authentication activities in resolving administrative procedures, public administrative services and other transactions in the electronic environment; and to develop utilities to serve agencies, organizations and individuals.

2.2. Eligible individuals/entities for electronic identity verification accounts.
- Vietnamese citizens aged 14 years and older; for Vietnamese citizens under 14 years of age or under guardianship, registration is done using the electronic identification account of their parents or guardians.
- Foreign nationals aged 14 and above entering Vietnam; foreign nationals under 14 years of age or under guardianship must register using the electronic identification account of their parents or guardians.
- Agencies and organizations established or registered to operate in Vietnam.

2.3. How many levels of electronic identity verification are there?
According to Article 12 of Decree 59/2022/ND-CP, electronic identity accounts have two levels: level 1 and level 2.
- A level 1 electronic identity account for Vietnamese citizens includes the information specified in Clause 1 and Point a of Clause 2, Article 7 of Decree 59/2022/ND-CP.
A level 1 electronic identity account for foreigners includes the information specified in Clause 1 and Point a of Clause 2, Article 8 of Decree 59/2022/ND-CP.
- A level 2 electronic identity account for individuals includes the information stipulated in Article 7 or Article 8 of Decree 59/2022/ND-CP.
- An organization's electronic identification account, containing the information specified in Article 9 of Decree 59/2022/ND-CP, is a level 2 electronic identification account.
2.4. Terms of Use for Electronic Identity Accounts
Individuals using electronic identity accounts must comply with the following regulations:
- Electronic identity accounts must not be used for activities or transactions that violate the law; infringe upon national security, defense, national interests, public interests, or the legitimate rights and interests of organizations and individuals.
- Unauthorized interference with the operation of the electronic identification and authentication system is prohibited.
