Building a new rural area is a continuous, long-term process, with a starting point and no end point, so it requires the entire political system to agree to participate with high responsibility to sustainably develop agriculture - farmers - rural areas.

Mr. Vu Van Chuong, Chairman of the Vietnam Fatherland Front of Minh Tan Commune (Kien Thuy District) said: Building roads is one of the most difficult criteria to complete the construction of advanced and model new rural areas. Determining this, the Front Working Committee of residential villages propagates and mobilizes people to provide red books to serve the work of making cadastral maps, speeding up land acquisition and clearance of traffic routes...

People of Minh Tan commune, Kien Thuy district actively participate and contribute to building new rural areas.

Thanks to the accurate basis for determining the boundary markers, the people have strictly complied with and cooperated with the locality to carry out the land acquisition and clearance. Many communal roads are 7-9m wide; inter-village roads and village roads are 5.5m wide; alley roads are 3.5m wide, and intra-field roads have been hardened and put into use.

The construction items of the new rural area were publicly announced and propagated through meetings with 80-90% of the people attending. The Fatherland Front coordinated with the delegation to mobilize and visit each household to sign a commitment to carry out the site clearance to create conditions for contractors to construct according to plan.

According to statistics, over the past 5 years, 587 households in Minh Tan commune, Kien Thuy district have donated over 9,400m2 to open new rural roads.

With the flexible propaganda skills of the Vietnam Fatherland Front and mass organizations, over the past 5 years, 587 households in Minh Tan commune have donated over ^9,400m2 (4,800m2 ^of residential land, 4,500m2 ^of agricultural land) and dismantled constructions on 12 roads. Some households have voluntarily donated over ^30m2 of residential land, worth over 800 million VND.

In 2023, through a survey by the Vietnam Fatherland Front of Minh Tan commune, over 90% of people expressed satisfaction with the results of building an advanced new-style rural commune and 96.8% of people expressed satisfaction with the results of building a model new-style rural commune. In particular, people were very satisfied with the propaganda and mobilization work of the Vietnam Fatherland Front Committee and mass organizations.

Not only Minh Tan commune, many other localities in Hai Phong have placed people in the central role, as the subject of the new rural construction program, creating high social consensus and attracting large resources from the people.

With the motto "People know, people discuss, people do, people inspect and supervise in conjunction with people benefit", in the past term, Hai Phong mobilized 26,149 organizations, individuals and households to donate more than 639,200 ^m2 of land (413,200 m2 of residential land, 226,000 m2 of agricultural land) worth thousands of billions of VND. People contributed more than 50,000 working days to participate in building and repairing rural roads, intra-field roads, irrigation bridges and culverts, solidifying canals and ditches; and planted more than 100,000 trees.

By the end of 2023, Hai Phong will have 100% of communes recognized as meeting NTM standards, 89 communes meeting advanced NTM standards, 54 communes meeting model NTM standards, and 7/8 districts recognized as meeting NTM standards (except Bach Long Vy island district).

"Skillful mass mobilization" to build civilized urban areas

Hai Phong's countryside has changed dramatically thanks to the construction of a new rural area. In urban areas, the work of participating in the construction of civilized urban areas has become more systematic and in-depth. With many models promoting the role of "self-management" of the people, the Fatherland Front at all levels and organizations have mobilized people to actively contribute materials, labor, and donate land to renovate, improve, and upgrade nearly 2,000 alleys and lanes with a total length of over 180km. More than 5,000 environmental cleaning campaigns have been organized with the participation of nearly 1,000,000 cadres and people.

Talking to reporters, a representative of the Fatherland Front of May Chai Ward (Ngo Quyen District) shared: The secret to success in building a civilized urban area in the locality lies in "Skillful mass mobilization". Skillful mass mobilization helps to gradually remove and resolve difficulties and concerns and mobilize large resources among the people. In May Chai, the Fatherland Front has coordinated with the People's Committee, member organizations, agencies, units, and residential groups to launch new models and maintain 101 models/31 types of skillful mass mobilization. In which, the typical model maintained and spread in the community is "Waste classification at source".

In the past, May Chai ward has carried out land acquisition for 8 projects, with a total recovered area of ​​37.38 hectares, 323 households, and 40 organizations. The ward's Fatherland Front and its member organizations determined that the key point that determines the effectiveness of people's mobilization in land acquisition is "classifying the subjects" for focused and key propaganda and mobilization with appropriate forms.

At the same time, the Fatherland Front of the ward has flexibly applied a variety of propaganda and mobilization methods such as: Organizing meetings to disseminate policies, meetings of the Party Committee, Party cells, and mass organizations; dialogue with each target group, contacting and mobilizing individual cases... Due to good propaganda and mobilization work, some projects in the area do not have to organize forced land acquisition.

The leaders of the Hai Phong City Fatherland Front commented: The results in building new rural areas and civilized urban areas in Hai Phong in the past time have become the clearest evidence of a term of operation with many imprints of the Fatherland Front.
