Previously, at the Vietnam - Korea Economic Forum on August 12, 2025, witnessed by General Secretary To Lam and Korean Prime Minister Kim Min Seok, THACO and Hyundai Rotem exchanged cooperation documents in the railway industry - an industry identified as a pillar in Vietnam's modern transport infrastructure development strategy.
Deputy Prime Minister Ho Duc Phoc said that to achieve the country's development goals in the new era, Vietnam is currently focusing on promoting economic transformation based on science, technology, innovation, digital transformation, green transformation, improving labor productivity, etc., determined to achieve the double-digit growth target in the coming time.

Emphasizing that to achieve the above goal, developing modern infrastructure such as airports, seaports, highways, and high-speed railways is extremely important, Deputy Prime Minister Ho Duc Phoc informed about urban railway and high-speed railway projects that Vietnam is focusing on implementing in the coming time.
CEO Lee Yong-bae shared the experiences and achievements that Hyundai Rotem and Korea have achieved in the field of high-speed train development and emphasized that Vietnam has great potential in developing high-speed railways to create outstanding development in the coming time and expressed that there will be opportunities to cooperate effectively with Vietnam in this field.
Next, Hyundai Rotem's Technology Director introduced the company's development, strengths and achievements after nearly 50 years of operation in the production of high-speed trains, locomotives, carriages, signaling systems, and maintenance services.
On that basis, Hyundai Rotem expressed its desire to participate in the development of the high-speed railway system in Vietnam through the transfer of high-speed train production technology, economical operation with a comprehensive solution package in terms of human resource training, localization of production in Vietnam; maintenance during operation...

At the meeting, Hyundai Rotem and THACO answered and detailed questions from Deputy Prime Minister Ho Duc Phoc about Hyundai Rotem's actual production results in the field of high-speed trains; train design speed; operating costs; production of components and spare parts to ensure operation; control signal systems, etc.

The Deputy Prime Minister emphasized that for the high-speed railway system to operate effectively, it is necessary to ensure "synchronization", from the initial design, to the production of rails, signal systems, locomotives, carriages, maintenance, repair, operating costs, etc.
It is said that Vietnam has many high-speed railways and urban railways that need to be deployed in the coming time; the Government has assigned the Ministry of Construction as the state management agency to advise the Government in this field... Deputy Prime Minister Ho Duc Phoc suggested that enterprises work with the Ministry of Construction to present overall and synchronous design ideas for the Ministry of Construction to consider and handle according to its authority or report to competent authorities for consideration and decision.
The Deputy Prime Minister emphasized the very good cooperation results between Vietnam and Korea in recent times. Large Korean corporations and enterprises have been present and operating effectively in Vietnam. The Vietnamese Government always supports Korean enterprises to continue promoting effective and long-term investment and production cooperation in Vietnam to continue promoting strong development of cooperation between the two countries in the coming time.
In order to implement the cooperation document signed between THACO and Hyundai Rotem in the railway industry, THACO is also implementing the investment project of a specialized mechanical industrial park, with a scale of 786 hectares in Ho Chi Minh City (formerly in Binh Duong province), with a total investment capital of 3 billion USD.
This industrial park is developed according to a new generation model, automated - green, smart, integrating digital technology and artificial intelligence, specializing in the production of super-sized, super-heavy structures, locomotives - train cars, station equipment, high-tech equipment and heavy industrial products, meeting international standards, competitive prices and according to the specific requirements of customers and the market. This industrial park is expected to be operational from September 2026.
THACO will invite Korean enterprises to participate in investment, joint ventures, and partnerships, together creating products with competitive advantages in Vietnam and internationally, thereby expanding the value chain for enterprises in Korea.
